About the team
Government Shared Services (GSS) is a new division in DCS that is leading the way in streamlining processes and transactional shared services to allow our people to better focus on their customers and delivering their services.
We are developing and delivering a roadmap to leverage technology, streamline processes, replace legacy systems and deliver a consistent experience to more than 100+ agencies across 8 NSW Government Departments.
What you will do
- Undertake business needs assessment, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions
- Develop, co-ordinate and lead sourcing activities to establish supply arrangements that meet business needs
- Develop and support contract management plans, negotiate changes and modifications, supplier performance management and compliance requirements
- Partner with staff from across the organisation providing high level advice and guidance to build expertise in procurement, provide governance and improve procurement practice and outcomes
About You
- Proven ability to think strategically and apply innovative, solutions-focused approaches to complex procurement and commercial challenges.
- Extensive experience in the development and delivery of strategic procurement, sourcing and contract management initiatives that deliver business value.
- Strong expertise across the end-to-end procurement lifecycle, including procurement planning,
market analysis, tendering, supplier evaluation, contract management and commercial negotiations.
- Sound understanding of procurement governance, compliance requirements, probity principles and relevant procurement policies and frameworks.
- Demonstrated capability to drive procurement best practice, identify cost optimisation opportunities, influence demand management strategies and navigate complex legislative and policy environments.
- Highly effective relationship builder and influencer, with exceptional stakeholder engagement, negotiation and communication skills.
- Robust analytical and critical thinking skills, with the ability to assess risks, evaluate options and deliver procurement outcomes in complex and challenging environments.
- Proven experience managing medium to high-value procurement activities, leading sourcing processes, negotiating commercial agreements and overseeing supplier performance across diverse stakeholder groups.
- While experience equivalent to around four years in technology procurement, commercial negotiation, and end-to-end sourcing activities would be advantageous, we welcome applications from candidates who can demonstrate relevant skills, capability, and potential to succeed in the role.
- Recognised subject matter expertise in emerging technologies, ICT procurement and market trends.
- Demonstrated ability to lead and manage complex procurement projects, balancing commercial, operational and stakeholder requirements.
- Strong understanding of NSW Government procurement policies, frameworks and procurement best practices.
