Position Purpose

The Pre-Construction Manager makes sure SWI only commits to work it can build, on a programme it can hit, at a margin that holds. The role exists to test buildability and risk before contract, sign off margin, and hand a deliverable project across to the Delivery team with the programme, procurement and risks transferred cleanly.

The role owns the project. Price, submission and technical solution are produced by the Estimating & Bid and Engineering & Drafting functions. The Pre-Construction Manager directs them, tests what comes back, and carries the outcome.

Key Responsibilities

Test the bid and the risk

- Review tender strategy and project methodology.
- Assess programme, procurement and delivery risks.
- Identify long-lead items and supply-chain constraints.
- Review commercial and operational exposure.
- Direct the estimating, engineering and bid resource assigned to the tender, and coordinate the tender review process internally.
- Prepare proposals for client submission.

Buildability, value and sign-off

- Validate buildability and delivery sequencing against SWI’s methodology standard.
- Ensure the programme can be achieved or improved.




- Lead value-engineering initiatives and workshop alternate designs with the Engineering & Drafting Manager.
- Coordinate technical inputs and clarifications; engage consultants and suppliers on alternate systems.
- Complete a thorough WBS review.
- Sign off margin and risk within delegated authority; escalate to the Head of Pre-Construction beyond it.

Back-to-back commercial alignment

- Engage the Commercial Manager on subcontract terms, qualifications, inclusions and exclusions.
- Ensure supplier and subcontractor terms align back-to-back with the Head Contractor subcontract conditions.
- Recommend procurement sequencing and supplier commitments.
- Continue subcontract reviews with the Contracts Administrator.

Handover to Delivery

- Engage the Senior PM to allocate the delivery team.
- Provide recommendations on key suppliers and subcontractors.
- Lead the project handover into Delivery.
- Finalise procurement strategy and critical-path items.
- Transfer programme, procurement, technical solution and project risks to the delivery team.
