Overview
Our Federal Government client is seeking an creative and high-performing Monitoring, Evaluation and Learning (MEL) Lead to join an energetic and dynamic team responsible for delivering key Government commitments related to cyber support and cyber capacity building in Southeast Asia and the Pacific.
The role provides strategic MEL leadership, oversight of external evaluations, and advanced data and business intelligence capability to support a single source of truth across program performance. The successful candidate will lead the development of reporting systems that meet departmental and whole-of-government monitoring, evaluation and reporting requirements, delivering timely performance insights, data analysis and strategic advice.
The successful candidate will have a proven track record designing and managing monitoring, evaluation and reporting systems for complex, multi-year programs. The role requires strong MEL expertise, combined with advanced skills in data engineering, analytics and visualisation. Advanced proficiency in Excel and Power BI, including data modelling, DAX and dashboard development, is essential.
Key position responsibilities
- Oversee the program's monitoring, evaluation and reporting framework and systems to meet departmental, branch and program reporting requirements.
- Ensure quality, consistency and methodological rigour across MEL products and reporting.
- Manage the full Business Intelligence (BI) lifecycle, including the design, development and maintenance of Power BI solutions, including:
- data integration, transformation,
quality assurance and optimised data models; and
- user-focused dashboards, DAX-based data modelling, visualisation design and report optimisation.
- Lead the development of program and departmental reporting products, including Investment Monitoring Reports and Tier 2 reporting.
Skills & Experience
- Demonstrate strong analytical, written and verbal communication skills, with the ability to synthesise and present complex data clearly.
- Have advanced proficiency in Excel and Power BI, including DAX, data modelling and report design, with an understanding of data engineering concepts such as ETL, data transformation and integration.
- Have demonstrated experience designing and implementing monitoring, evaluation and learning (MEL) frameworks and systems.
- Possess strong organisational and time management skills, with the ability to manage competing priorities in a fast-paced environment.
- Demonstrate professionalism and effective stakeholder engagement skills when working with government, not-for-profit and private sector partners.
- Ideally have experience in aid Programming, Indo-Pacific programs, and/or cyber or critical technology policy and programs, although this is not essential.
