The Role

As a Capability Analyst, you will be required to undertake complex writing and analytical work to deliver timely, accurate and evidence-based advice to supports strategic decision-making. The role is responsible for integrating preparedness and capability information, intelligence, and data from other sources to assess emerging risks, issues and insights that may affect Defence preparedness.

You will be involved in stakeholder engagement in relation to complex or sensitive issues, and support setting preparedness requirements. You will support or represent the Directorate at stakeholder forums, participate in workshops, and coordinate consultation.

This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team The Defence Preparedness Branch is responsible for leading and coordinating the preparedness function across the Defence Enterprise.

These roles offer candidates with strong strategic thinking, stakeholder engagement, and analytical skills,



an opportunity to work across Defence and with our Whole-of-Government partners to support preparedness. The Branch has an integrated ADF, APS and contracted workforce. The advertised roles are for the Operational Preparedness Directorate.

A merit pool may be created to fill vacancies across all the Branch’s three Directorates:

Operational Preparedness Directorate manages the preparedness requirements, assurance, analysis and reporting of the current force through the evaluation of readiness and sustainability of Defence. This preparedness function occurs through the enterprise preparedness IT tool that the Directorate develops and manages. The Directorate is responsible for providing preparedness reporting and advice to Defence senior leadership and Government.

Policy and Plans Directorate is responsible for preparedness planning to inform all echelons of Defence, setting preparedness requirements through the Defence Preparedness Directive, the integration of preparedness across the enterprise, and the management of governance and supporting functions for the Defence Preparedness Management System.

Strategic Preparedness Directorate manages the requirements, capability analysis, initiatives, and assurance for preparedness of the future force. The Directorate is responsible for evaluating readiness and sustainability through a strategic lens that focuses on building military capability and proficiency for future crises or conflict, while still meeting existing strategic missions and demands.

You will possess strong writing, analytical and excellent interpersonal skills, including the ability to build constructive professional relationships with stakeholders. You will bring energy and integrity to the role and contribute to a culture that promotes a shared sense of purpose, whilst encouraging your team to make an effective contribution towards high impact outputs. Strong strategic thinking, resilience and planning skills are essential to these roles.

APS 5 Capability Analysts will be required to demonstrate the following skills and experience:

- Written communication skills, including the ability to produce clear and concise reports, briefs and correspondence.
- Developed conceptual thinking and reasoning skills.
- Well-developed time and task management skills. Be able to work to deadlines and effectively adjust to changing priorities.
- Ability to support analysis of quantitative and qualitative information from multiple sources and identify insights relevant to complex problems.
- Ability to sustain effective relationships with internal and external stakeholders.
- Flexibility in responding to changing context and shifting priorities.

Security Clearance:

Applicants must be able to obtain and maintain a security clearance at “Negative Vetting Level 1”.
