Introduction
The Labour Hire Authority (LHA) protects Victorian workers from exploitation and improves transparency and integrity in the labour hire industry by regulating businesses that provide or use labour hire services. LHA licences labour hire providers, monitors and enforces compliance, and supports providers, hosts and workers to understand and comply with their legal obligations.
Established to administer the Labour Hire Licensing Act 2018 (Vic) (LHL Act), LHA is an independent agency whose work is wholly funded by licence fees from labour hire businesses. Since 2019, LHA has expanded its program of industry engagement, compliance and enforcement, growing its small and dedicated team to around 120 staff and establishing a strong track record.

Description
About the position
Reporting to the ICT Project Lead, the ICT Project Manager is responsible for the end-to-end delivery of multiple ICT projects concurrently across LHA, working closely with ICT teams, senior management, business stakeholders and external suppliers. The role will provide hands-on project and delivery management across the full project lifecycle, including initiation, planning, delivery, monitoring and control, transition into operations and closure.
The ICT Project Manager will establish and maintain effective delivery practices, ensuring projects are delivered on time, within approved budget and scope, and to the required quality,
governance and compliance standards. The role will also apply appropriate waterfall, agile, scrum and hybrid practices where suitable. Where the Project Management Stream is tasked with acting as Scrum Master for the Continuous Improvement Backlog (CIB) cycle, this role will perform the core Scrum Master responsibilities, including facilitating Scrum ceremonies, supporting the team to follow the agreed delivery process, tracking and escalating impediments, and helping maintain a consistent and effective delivery rhythm.
Skills And Experiences
About you
- Demonstrated experience as an ICT Project Manager and Scrum Master, applying appropriate project management and Agile/Scrum methodologies and techniques to deliver ICT projects and continuous improvement initiatives
- Ability to work in a fast-paced team environment dealing with competing priorities
- Effective communicator and listener, be able to build and maintain good relationships with stakeholders
- Enthusiastic and self-motivated, keen to contribute to improving systems and processes
- Demonstrated experience managing and delivering ICT projects end-to-end, using appropriate project management methodologies, tools and techniques, with the ability to manage scope, schedule, resources, risks, issues, dependencies and budgets
- Demonstrated understanding and practical experience applying Agile and Scrum principles, including facilitating Scrum ceremonies,
supporting delivery teams, managing impediments and maintaining an effective delivery rhythm
- Demonstrated ability to independently plan, organise and prioritise multiple concurrent projects and competing activities, proactively identify and resolve issues, and consistently deliver quality outcomes within agreed timeframes
- Demonstrated ability to build effective working relationships and collaborate with ICT teams, business stakeholders and external service providers, including the ability to communicate project status, risks, issues and decisions clearly through concise reports, briefings and other stakeholder communications
- Extensive demonstrated experience as a Project Manager and/or Scrum Master in a medium to large, multi faceted workplace
- Relevant Project Management or Agile/Scrum certification, e.g. PRINCE2, AgilePM, PMP, CAPM, PMI-ACP, Professional Scrum Master (PSM), Certified ScrumMaster (CSM), SAFe or equivalent
