With continued growth and a strong pipeline of newly awarded projects, we are seeking an experienced Operational Support Lead to join our team based in Eight-Mile Plains, Brisbane.

Reporting to the Operational Support Manager, you will play a critical role in leading workforce onboarding, offboarding, mobilisation readiness, medical and work rights compliance, workforce administration, and operational support systems across complex, high-volume construction projects in Papua New Guinea (PNG).

This role is responsible for maintaining workforce continuity, minimising mobilisation risks, ensuring workforce data integrity, and driving continuous improvement across workforce administration, mobilisation, and compliance functions. Through effective leadership, reporting, and stakeholder engagement, you will contribute directly to project delivery, organisational performance, and workforce readiness.

What You Will Do

As the successful candidate, you will play a key role in the efficient delivery of workforce support services by:

- Leading, developing, and managing the Operational Support function across PNG projects, ensuring professional, responsive, and customer-focused workforce support services.
- Providing leadership, escalation support, guidance, and decision-making assistance to Operational Support personnel and project stakeholders.
- Ensuring compliance with employment, industrial relations, immigration, and workforce-related legislation, policies, and procedures.
- Overseeing workforce onboarding and mobilisation processes to ensure all requirements are completed accurately and on schedule.
- Ensuring onboarding documentation captures all information required for payroll, reporting, compliance, and audit purposes.
- Establishing and maintaining project administration systems, templates, procedures, and controls that support workforce onboarding and mobilisation activities.




- Working closely with the Work Permit and Immigration team to ensure all compliance requirements are met before workforce deployment.
- Liaising with the Travel team to ensure mobilisation schedules align with workforce readiness and project requirements.
- Overseeing purchase orders, reconciliations, and cost allocations associated with pre-employment medicals and onboarding services.
- Acting as the primary escalation point for workforce administration, mobilisation, onboarding, and compliance-related matters.
- Monitoring medical and onboarding expenditure, identifying cost risks and opportunities for process and cost optimisation.
- Preparing and coordinating weekly, monthly, and ad hoc workforce reports covering onboarding, mobilisation, compliance, workforce demographics, turnover, workforce stability, national content, and workforce planning metrics.
- Producing analytical reports and workforce insights to support tender submissions, resource forecasting, workforce planning, and business decision-making.
- Identifying and implementing continuous improvement initiatives to enhance workforce administration, compliance, and mobilisation processes.

What You Bring To be successful in this role, you will bring:

- Tertiary qualifications, an internationally recognised diploma, or equivalent qualifications in Business Administration, Human Resources, or a related discipline; or significant relevant industry experience.
- Minimum 8 to 10 years' experience in workforce coordination, operational support, HR administration, mobilisation, or similar leadership roles supporting large and complex remote projects.
- Demonstrated experience working within project delivery environments involving multiple stakeholders.
- Proven experience managing complex workforce compliance requirements across diverse operational environments.
- Experience in EPC, EPCM, construction, infrastructure, resources, energy, oil and gas, or other major project environments.
- Demonstrated success leading high-volume workforce mobilisation and administration functions.
- Strong knowledge of workforce planning, onboarding, mobilisation, and employment compliance processes.
- Advanced reporting, analytical,



and data management capabilities.
- Exceptional stakeholder engagement, communication, and problem-solving skills.
- The ability to effectively manage competing priorities within fast-paced and dynamic project environments.
- Intermediate to advanced Microsoft 365 skills, including Excel, Outlook, Teams, SharePoint, and Power BI.
