Primary objective

Provide strategic advice to the Director Environment and Climate Policy, Executive Director Environment and Heritage and the agency,

on environment policy and reforms to protect the environment and promote sustainability for the Northern Territory. Lead the analysis,

development, coordination, implementation and evaluation of complex policy and regulatory initiatives.

Context statement

Environment and Climate Policy is a small team with a focus on analysing, developing and implementing policies and initiatives that promote environmental protection, sustainable development and climate resilience in the Northern Territory. We provide advice and work to achieve outcomes across these policy areas. The team also coordinates regulatory reforms and supports the NT Environmental

Protection Authority. We work collaboratively within the agency, as well as with other government agencies and external stakeholders to progress shared goals.

Key duties and responsibilities

- Provide authoritative evidence-based analysis and advice on strategic and policy issues related to environment protection, ecologically sustainable development and climate resilience.
- Prepare a range of high-level documentation on policy issues and legislation, including Ministerial and Cabinet briefings.
- Lead the planning, project management and coordination for the analysis, development, implementation and/or review of complex policies, strategies and initiatives.
- Develop and maintain effective collaborative partnerships with relevant internal and external stakeholders, and represent the

Department, at local, national and international levels.

- Monitor relevant policy, regulatory and scientific developments and assess the implications for the Northern Territory.

Selection criteria

Essential

- Demonstrated experience and expertise in leading policy development, implementation and review, and providing clear, evidence-

based, strategic advice on environmental, climate, sustainable development and related policy issues.

- Highly developed research,



analytical and conceptual skills, including the ability to insightfully integrate and interpret complex policy,

technical, scientific and legislative information, evaluate options and identify opportunities and solutions.

- Excellent demonstrated oral and written communication skills with proven ability to prepare government briefings, reports and concise correspondence on complex matters for a wide range of audiences in plain English.
- Demonstrated understanding of legislative and regulatory frameworks, government and Cabinet decision-making processes, and the broader political and strategic context of public policy. Ability to anticipate and address issues.
- Excellent stakeholder engagement, consultation and negotiation skills, with a demonstrated ability to build productive relationships and influence outcomes across government, industry, Aboriginal organisations, and community groups.
- Proven ability to lead and coordinate complex projects and competing priorities, delivering high-quality outcomes within tight timeframes while managing risk, ambiguity and changing circumstances.
- Demonstrated strong ability to contribute to a positive and high-performing team culture, and to support and develop staff.

Desirable

- Relevant tertiary qualifications and understanding of the Northern Territory context.
