Primary objective The Senior Research and Evaluation Officer will support or undertake the design and implementation of program and policy evaluation of strategic value to the Department. The position will involve quantitative and qualitative data analysis and the preparation of concise briefings and reports to support evidence driven decision making.

Key duties and responsibilities

- Determine, develop and plan for the program evaluation requirements of the department in accordance with the

Northern Territory Government Program Evaluation Framework.

- Ensure effective governance of program evaluations, utilising project management methodology including the development of evaluation plans.
- Lead program evaluations,



analyse qualitative and quantitate data and prepare reports detailing the evaluation methodology, findings and recommendations.
- Contribute to a work culture of continuous quality improvement, innovation, and strategic and critical thinking with the ability to challenge, be curious and discover and report on emerging trends.
- Produce high quality, accurate written and visual reports on research and program evaluation findings from across the

Department’s portfolios for a variety of audiences.

Selection criteria

Essential

- Demonstrated knowledge and experience in program evaluation, research and the provision of evidence-based advice to executive.
- Demonstrated experience in qualitative and quantitative analysis.
- Highly developed interpersonal skills, and a proven ability to consult, collaborate, influence and negotiate with stakeholders to achieve objectives and source timely, relevant information.
- Highly developed written and verbal communication skills, including presenting complex analyses and ideas in plain

English and experience in producing concise briefings (e.g. Ministerial and Executive briefs, reports, information packs,

and visual presentations) supported by data and for different audiences.

- Highly developed project management skills and an ability to manage a high workload with constantly changing priorities,

work independently under limited direction and coordinate a range of work to meet critical timelines.

- An ability to interact effectively with people from diverse cultures.

Desirable

- A relevant degree or postgraduate qualification.
- Experience using programs that support sophisticated analysis of program and population level datasets, such as Stata,

SAS, R, SPSS, Power BI and/or Business Objects.
