About the Role

We are seeking an experienced Carer Services Manager to lead and support our Carer Services team within the Permanency Support Program.

In this role, you will be responsible for overseeing the full carer lifecycle, including recruitment, assessment, authorisation, training, compliance and ongoing support. You will provide leadership, supervision and practice guidance to ensure carers are capable, well supported and equipped to provide safe, stable and high-quality care.

You will also lead practice governance, quality assurance and compliance across carer services,



ensuring practice is trauma-informed, child-centred, culturally responsive and aligned with PSP requirements, relevant legislation and accreditation standards.

Key Responsibilities

- Lead, supervise and develop the Carer Services team through coaching, reflective practice, performance management and effective workload allocation.

- Oversee the full carer lifecycle, including recruitment, assessment, authorisation, reviews, training, ongoing support and retention.

- Review carer assessments and suitability recommendations, participate in Carer Authorisation Panels and ensure all required screening and probity checks are completed.

- Promote trauma-informed, child-centred and culturally responsive practice, including appropriate cultural consultation and planning.

- Ensure carer services comply with PSP requirements, relevant legislation, OCG accreditation standards, Child Safe Standards and organisational policies.

- Strengthen carer capability and engagement by ensuring carers receive timely training, guidance, resources and support.

- Support effective placement matching by providing qualified advice on carer strengths, risks, suitability and authorisation levels, including for children with complex needs.

- Oversee safeguarding and risk management across carer services, including child protection concerns, incidents, complaints, critical events and carer conduct matters.

- Lead quality assurance, audits and continuous improvement activities, ensuring accurate documentation, corrective actions and ongoing audit readiness.





- Build effective relationships with carers, families, DCJ, community organisations and other sector partners to support coordinated service delivery.

- Oversee operational reporting, data quality and communication requirements, and participate in the after-hours on-call roster to provide guidance and escalation support when required.

Key Skills, Experience and Qualifications

- Degree level qualifications in social work, psychology, social sciences, or related field.
- Minimum 5 years’ experience in OOHC or statutory child protection casework.
- Demonstrated experience in carer support and carer assessment
- Demonstrated experience supervising staff and leading casework practice.
- Strong understanding of trauma, attachment, child development, therapeutic care, and permanency planning.
- High‑level written communication skills, including report writing and analysis.
- Ability to manage complex cases, competing deadlines, and high‑risk situations.

Key Knowledge Areas

- Sound knowledge of the Children’s Guardian Act 2019
- Sound knowledge of the Care Regulation 2022
- Sound knowledge of the Children and Young Persons (Care and Protection) Act 1998
- Sound knowledge of the National Principles for Child Safe Organisations
- Sound knowledge of the NSW OOHC Code of Practice
- Sound knowledge of safeguarding risk assessment and risk management principles.

Additional Requirements

- Current NSW Working with Children Check.
- Current Criminal History Check.
- Current NSW Driver’s Licence and Comprehensively Insured Vehicle
- Ability to work flexible hours, including evenings and weekends.
- Ability to participate in an after‑hours on‑call roster as required.
- Willingness to travel long distances as required.
