Defence Procurement Specialist

RCD Consulting is seeking an experienced Defence Procurement Specialist to support complex procurement and contracting activities within a Defence acquisition environment.

This prospect will suit an experienced practitioner who can work with limited direction, provide sound procurement and commercial advice, and support complex acquisition activity from procurement planning and strategy through approach to market, tender evaluation, negotiation and contract establishment.

The role will involve working closely with project, commercial, technical, engineering, logistics and other specialist stakeholders to develop compliant procurement solutions and high-quality documentation that supports Defence decision-making.

Key Responsibilities

- developing and reviewing procurement strategies, procurement plans, contracting options and approach-to-market strategies

- developing and coordinating complex approach-to-market documentation, including Requests for Information, Requests for Quote and Requests for Tender

- developing,



reviewing and tailoring procurement and contracting documentation using the ASDEFCON contracting suite

- coordinating Statements of Work, Statements of Requirement and other procurement requirements with technical and project stakeholders

- preparing procurement approval documentation, tender evaluation plans, commercial advice, briefs, submissions and other decision-support material

- planning and supporting tender evaluations, including evaluation criteria, evaluation working groups, clarification activity and evaluation reports

- supporting source selection, value-for-money assessment and recommendations

- planning and supporting contract negotiations and contract establishment

- providing advice on procurement methodology, contracting options, commercial risk, probity and compliance

- identifying and managing procurement and contractual risks, including appropriate risk allocation and treatment

- supporting industry engagement and responding to commercial or procurement matters arising during approaches to market

- working collaboratively with Defence project teams, legal, finance, engineering, ILS, project controls and industry stakeholders

- preparing clear, accurate and commercially sensitive correspondence, reports and advice for senior Defence stakeholders and delegates

Essential Requirements

- Demonstrated experience delivering complex procurement and contracting activities within Defence or CASG, with above-the-line Commonwealth-side experience strongly preferred.

- Strong practical experience across the procurement lifecycle, including procurement planning, approach-to-market development, tendering, evaluation, negotiation and contract establishment.

- Demonstrated experience developing or reviewing complex procurement and contracting documentation, including procurement strategies or plans, solicitation documentation, evaluation documentation and contracts.

- Strong working knowledge of the Commonwealth Procurement Rules and Defence procurement requirements, including value-for-money, procurement risk,



probity and compliance obligations.

- Demonstrated experience working with the ASDEFCON contracting suite and tailoring procurement or contracting documentation for complex Defence requirements.

- Experience supporting tender evaluation and source-selection activities, including evaluation planning, clarification processes and preparation of evaluation reports or recommendations.

- Demonstrated ability to identify, analyse and manage commercial, procurement and contractual risks.

- Strong commercial judgement, analytical capability and negotiation skills.

- Strong written communication skills, including experience preparing commercially sensitive advice, briefs, reports, submissions and approval documentation.

- Demonstrated ability to work effectively with multidisciplinary Defence stakeholders and manage competing priorities in a complex acquisition environment.

Highly desirable

- Recent experience working above the line within a CASG acquisition setting.

- Experience supporting complex or strategic materiel procurements from acquisition strategy through contract award.

- Experience developing procurement methods and contracting options and assessing market capacity, competition and commercial arrangements.

- Experience preparing Endorsements to Proceed, Section 23 approval material, delegate submissions or equivalent procurement approval documentation.

- Experience facilitating or advising on procurement probity, conflicts of interest, liability risk assessments or commercial risk allocation.

- Experience participating in or supporting Tender Evaluation Working Groups, Tender Evaluation Boards, Source Evaluation Reports or equivalent Defence evaluation processes.

- Experience with early industry engagement, industry briefings, Requests for Information and other market-engagement activities.

- Experience negotiating complex Defence contracts, including intellectual property, data, pricing, liability or performance provisions where relevant.

- Relevant qualifications in procurement, contract management, commercial management, law, business, commerce or a related discipline.
