Bid Manager – Harmonic Filter, Substation & Transmission Line (EPC)

About the Role The Bid Manager is accountable for securing profitable high-voltage infrastructure projects by leading the development of accurate, compliant and competitive tender submissions. Acting as the central coordinator between clients, engineering teams, vendors and subcontractors, the role ensures that all technical, commercial and delivery requirements are fully understood, properly priced and strategically positioned to maximise energySEA's success in winning EPC contracts.

Key Responsibilities

Bid Management Leadership: L eadership of the bid process from opportunity to close.

Act as an advocate for energySEA and to position energySEA as the trusted project partner.

RFP & Document Review: Analyse client tender documents, technical specifications, and electrical/civil layout drawings to define the precise scope of work, including scope boundaries and managing subcontractor exclusions. Develop clear Division of Responsibilities documentation to ensure accountability across all parties.

Client, Vendor & Subcontractor Management, and Coordination: Issue RFQs and evaluate quotations for major long-lead equipment,



including harmonic filter systems and coordinating scope and interfaces between energySEA Partners, being Reinhausen and Trench. Product areas include switch room, instrument transformers, power transformers, switchgear, control systems, and other required HV equipment.

Coordinate vendor exclusions to ensure complete scope-of-work coverage and manage civil and electrical subcontractor engagement.

Estimate Development: Develop scope of works, build comprehensive cost estimates for medium to high-voltage substations, switchyards, harmonic filters and transmission line projects (33kV and above).

Planning: Develop a “Project Program” reflecting the scope of work and timing from vendors and subcontractors.

Risk & Opportunity Assessment: Identify technical risks, commercial liabilities, and value-engineering opportunities during the tender phase.

Pricing Models: Maintain and update estimating databases, incorporating current market rates for labour, plant, materials, and specialised high-voltage testing/commissioning.

Tender Handover: Participate in tender review meetings and ensure a seamless handover of successful bids to the project delivery team.

What We Are Looking For

Experience: Minimum of 3–5 years of bid management leading complex HV substation and transmission infrastructure bids including cost estimating or project engineering experience working directly for an EPC contractor . Strong coordination skills are essential.

Technical Asset: Strong familiarity with electrical infrastructure components rated 33kV and above , including AIS/GIS switchgear, protection and control systems, civil earthworks, and structural steel towers/poles.

Education: Bachelor’s degree in Electrical Engineering, Civil Engineering, Construction Management , or equivalent practical industry experience/trade background.

Key Attributes

Driven, client-focused and detail-oriented bid management professional with robust work ethic and ability to take full ownership of the end-to-end bid process, including estimation. Highly analytical, with excellent negotiation skills and the ability to perform effectively under tight tender deadlines.
