Agency Purpose The Australian Electoral Commission (AEC) is an independent statutory authority established by the Australian Government to maintain an impartial and independent electoral system for eligible voters through active electoral roll management, effective delivery of polling services, and targeted education and public awareness programs.

About the Team The Payroll Services section plays a key role in supporting the AEC's mission by managing the Human Resources Management Information System (HRMIS) and undertaking payroll activities across the employee lifecycle. The team is responsible for providing advice and guidance to business areas across the agency on salaries and related entitlements, leave and general conditions of service in line with the AEC Enterprise Agreement, and related legislation, policies and procedures.

The Opportunities The Payroll Services section is looking to fill multiple APS 6 roles to support and lead key functions across the section. This is an exciting opportunity to join the AEC and contribute to work that has a direct impact on Australia's democratic processes.

APS 6 HR Systems Managers (Ongoing/Non-ongoing)

The HR Systems Manager will support the end-to-end administration and management of matters relating to the Human Resources Management Information System (HRMIS), currently Aurion. This includes system enhancement, configuration and upgrade testing, and fortnightly pay run processing.

As part of the Payroll Services team, you will provide advice,



guidance and training to staff on all aspects of the HRMIS functionality. As the HR Systems Manager, you will supervise a small team to ensure high quality outcomes, build team capability and support staff career development.

APS 6 Payroll Manager (Non-ongoing)

The Payroll Manager will lead a small team to provide customer focused payroll services to the AEC in accordance with legislative frameworks and established procedures. As the Payroll Manager, you will play an important role in delivering key payroll functions across the agency, including overseeing the administration of payroll processes and building strong relationships with key stakeholders.

You will be a positive and proactive team leader, providing advice on complex payroll matters and guiding and developing your team through regular performance conversations. You will foster a collaborative, high-performing team environment while supporting capability development and continuous improvement.

To excel you’ll have

We are seeking a motivated and capable professional who can demonstrate the skills, knowledge and experience required to perform successfully in this role.

- Demonstrated knowledge and experience in HRMIS management and administration, including system configuration, maintenance, testing, data integrity, troubleshooting and the delivery of system enhancements to support business outcomes.




- Demonstrated in-depth knowledge of payroll services, procedures, operations and legislation in the public sector, including the ability to interpret and apply complex payroll requirements while ensuring accurate and compliant outcomes.
- Proven ability to manage competing priorities across multiple programs and projects, applying strong organisational and time management skills to deliver high-quality outcomes within tight deadlines and legislative requirements.
- Proven ability to communicate effectively and build productive relationships with stakeholders across a geographically dispersed network, while delivering responsive, client-focused services in a processing environment.
- Proven analytical capabilities with the ability to propose and facilitate change and contribute to business improvement strategies.
- Demonstrated ability to manage staff while developing capabilities, encouraging career development and promoting professionalism.
- Demonstrated high levels of integrity and accuracy whilst achieving results within legislative and policy parameters.

Desirable
- Previous knowledge and experience working with the Aurion HRMIS.
- Knowledge of, or ability to, quickly gain knowledge of Australian electoral law and practice.
