Position Description

Maintenance Officer - Hydro Services

Organisational Context east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,

Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,

Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.

Our operations are overseen by the Department of Energy, Setting and Climate Action (DEECA) on behalf of the

Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives The Maintenance Officer - Hydro Services:

- Leads and coordinates

activities.
- Provides technical expertise, maintenance planning input and secure operation of specialised hydro services

equipment.
- Delivers reliable, efficient and customer-focused hydro services outcomes that support asset

performance, maintenance efficiency and organisational objectives.

Key Responsibility Areas

- Delivering safe and effective hydro excavation, utility exposure and non-destructive digging services to

support maintenance, renewal and project activities.
- Enhancing sewer and water network performance through asset maintenance, including cleaning,

flushing and debris removal.
- Conducting CCTV inspections, asset condition assessments, and analysis of inspection findings to identify

emerging asset risks.
- Supporting the development of preventative maintenance programs and network optimisation initiatives.
- Responding to operational incidents, emergency events and maintenance activities to minimise service

interruptions and environmental impacts.
- Developing and maintaining operational procedures, inspection standards and safe work practices

relating to hydro services activities.
- Providing training, coaching and technical advice to operational staff undertaking hydro service activities.




- Performing routine inspections, maintenance, and fault reporting for vehicles, plant and specialised

equipment.
- Maintaining compliance with all safety, environmental, regulatory and operational requirements,

including risk assessments and high-risk work controls.
- Completing work orders, inspection reports and maintenance records using asset and work management

systems.
- Developing positive working relationships with customers, contractors and colleagues, and provide

operational support across reticulation, water and wastewater assets as required.

Organisational Relationships

This role reports to the Coordinator Mechanical Projects & Maintenance. The Maintenance Officer – Hydro Services works closely with Mechanical Maintenance, Maintenance Planning & Delivery, Reticulation, Treatment and Capital Delivery teams.

The role may also be required to liaise with contractors, emergency services, external service providers, landowners,

customers and members of the public.

Accountability and Extent of Authority

- Acts as the operational technical lead within the field of hydro excavation, high-pressure jetting, sewer

cleaning and associated inspection activities, providing advice within approved policies, procedures, technical standards and delegations.
- Accountable for the protected use, care and security of the hydro services vehicle, specialised equipment and

assets under the position’s control.
- Accountable for planning, coordinating and delivering the annual hydro excavation, sewer cleaning and

asset cleaning work program, including its quality, effectiveness, cost, timeliness and efficient use of allocated resources.
- Responsible for prioritising hydro services activities based on operational risk, asset condition and

customer impacts.
- Provides technical advice regarding hydro excavation methods, sewer cleaning strategies and asset

inspection requirements.
- Responsible for ensuring asset information collected through hydro services activities is captured and

communicated for maintenance planning purposes.
- Responsible for identifying and escalating asset defects, safety hazards and environmental risks.
- Required to exercise initiative in responding to operational issues in the field while working within established

policies, procedures and delegations.

Judgement and Decision Making

- Exercises judgement in identifying hazards, selecting appropriate controls and determining safe methods

of work.
- Determines the most effective hydro service intervention based on asset risk, environmental impact and

service continuity considerations.
- Diagnoses operational issues, asset faults and recurring infrastructure problems and recommends

appropriate corrective and preventative actions.
- Exercises judgement where procedures may not address unusual operational circumstances.
- Applies sound judgement when responding to network incidents and emergency events.
- Works with a high degree of autonomy while recognising when escalation or specialist support is

required.

Specialist skills and knowledge

- Thorough understanding of hydro excavation,



high-pressure jetting, underground asset protection, non-

destructive digging and the associated technologies, procedures and safe operating practices.
- Understanding of the role of hydro services in supporting

preventative maintenance, customer service and environmental objectives.
- Working knowledge of the policies, regulatory requirements, operating standards and established

precedents relevant to hydro services and water and wastewater maintenance.
- Competence in the use of digital work management, asset management and reporting systems.
- Understanding of environmental obligations relevant to operational field activities.

Management Skills

- Plan, prioritise and coordinate the hydro services work program across multiple sites and competing operational

requirements.
- Organise equipment, materials and allocated resources to achieve defined service, cost and timeline objectives.
- Coordinate hydro services activities with operational teams, maintenance planners, contractors and project

personnel.
- Work independently within delegated authority and escalate matters requiring additional resources, technical

support or management direction.
- Identify and implement continuous-improvement opportunities within the hydro services function.

Interpersonal Skills

- Develop and maintain productive working relationships with a broad range of internal and external

stakeholders.
- Communicate clearly and professionally with customers, contractors and colleagues.
- Demonstrate a strong customer service focus when interacting with the public.
- Work collaboratively within multidisciplinary operational teams.

- Prepare clear inspection reports, maintenance recommendations and routine correspondence within the

position's field of expertise.

Qualifications and Experience

- Relevant Certificate III or industry qualification in water industry operations, wastewater operations, asset

maintenance or a related discipline, together with relevant experience. Or relevant experience and skills in hydro excavation, high-pressure jetting, sewer cleaning or comparable specialist operations.

- Current Heavy Combination (HC) Driver Licence.
- Construction Industry White Card.
- Demonstrated experience operating hydro excavation, jetting or similar specialist plant and equipment.
- Knowledge of environmental and regulatory compliance obligations associated with wastewater network

maintenance.
- CCTV inspection and condition assessment experience is desirable.
