What You’ll Do
As the Manager – Organisation Performance and Improvement, you will:
- Lead SEMPHN's organisation-wide performance planning and reporting approach, ensuring reporting is aligned to strategy, contractual obligations, the Annual Business Plan and agreed organisational priorities.
- Coordinate organisational performance reporting cycles and oversee the timely preparation of dashboards, reports, briefs and executive and Board-level insights.
- Personally undertake complex performance analysis and prepare high-priority reports, insights, briefings and recommendations for executive and Board audiences.
- Lead and govern the development of enterprise performance indicators in partnership with accountable executives and business owners, ensuring clear definitions, targets, calculation methodologies, authoritative data sources, tolerances, commentary requirements, ownership, approval pathways and ongoing assurance.
- Ensure performance reporting explains trends, drivers, risks, implications and required action, rather than presenting results without interpretation.
- Facilitate performance review discussions and support leaders to identify corrective actions, improvement opportunities and matters requiring escalation.
- Maintain an enterprise view of material performance issues, actions and dependencies, with appropriate follow-through and governance oversight.
- Establish and maintain a business glossary to support consistent organisational definitions and interpretation.
PRISM (Performance Reporting, Insights & Strategic Measures) framework development and operationalisation
- Lead the development, operationalisation,
governance and continuous improvement of PRISM as SEMPHN's integrated organisational performance framework.
- Establish clear line of sight across operational, provider, program and consumer, population health and health system performance domains.
- Define, operationalise and maintain the PRISM operating model, including roles, accountabilities, reporting products, data and indicator standards, reporting and review cycles, governance forums, escalation pathways and improvement processes.
- Develop and sequence the PRISM roadmap and work plan, translating the framework into practical, staged activities that balance organisational priorities, dependencies, data maturity, available capability and sustainable delivery.
- Develop and operationalise core PRISM components, including performance domains, measures, reporting products, governance arrangements, reporting calendars, review processes, implementation plans and supporting guidance.
- Partner with Data Platform and Products, Digital Solutions, Strategic Planning and Partnerships, Finance, program areas and data owners to enable reliable and appropriately governed performance information.
- Build organisational capability to apply PRISM and interpret and use performance information through practical guidance, tools, facilitation and coaching.
- Evaluate whether PRISM is improving decision-making, accountability and organisational outcomes, and adapt the framework based on evidence and feedback.
About You
- A relevant tertiary qualification in business, health, public policy, business analysis, performance, evaluation, analytics or a related discipline, or equivalent relevant experience.
- Demonstrated experience leading organisational performance, reporting or business improvement functions.
- Experience managing complex government or funder reporting, including data coordination, validation, performance commentary, assurance and organisational approvals.
- Experience developing and applying organisational performance frameworks across multiple business functions,
systems and data sources.
- Strong knowledge of performance measures, business rules, reporting governance and performance monitoring.
- Demonstrated ability to interpret performance information and translate it into clear insights, recommendations and actions.
- An understanding of digital enablement and the ability to assess potential solution pathways, including process improvement, automation, data products and technology solutions.
- Robust systems thinking and critical analysis skills, with the ability to consider organisational value, strategic alignment, complexity, dependencies and readiness.
- Demonstrated ability to facilitate cross-functional work and influence stakeholders where ownership and responsibilities are shared.
- Strong written, analytical, facilitation and stakeholder engagement skills, including the ability to communicate effectively with senior and executive stakeholders.
- Proven ability to manage competing priorities and deliver high-quality outputs within fixed reporting deadlines.
