Primary objective

Lead the delivery of patient travel services across the Top End, Big Rivers, and East Arnhem regions of NT Health, by providing strategic and operational leadership, advice, workforce management, administrative support, and financial oversight to ensure efficient, equitable, and culturally safe access to the

Patient Assistance Travel Scheme (PATS).

Context statement The Transport Logistics and Warehousing Division provides NT Health's transport framework. Within this, the Patient Travel team administers the PATS,

coordinating essential travel and accommodation support to eligible residents. The PATS Manager provides high-level operational and administrative leadership to teams across Top End,



Big Rivers and East Arnhem regions, ensuring seamless coordination between health service providers, patients, and external travel suppliers.

Key duties and responsibilities

1. Provide high-level operational leadership and direct supervision to the PATS team, fostering a respectful, inclusive, and culturally safe workplace

environment, whilst maintaining compliance with PATS policies.
- Manage performance, staff development, recruitment, and ensure compliance with mandatory workplace standards.

1. Oversee and control regional patient travel budgets, procurement, financial allocations, invoice authorisations, patient reimbursements, and month-on-

month expenditure reporting.
- Monitor and action Travel Management System requests, authorise charter quotes, evaluate out of policy requests, and escalate complex matters appropriately.
- Manage complex consumer enquiries and complaints, conducting investigations, preparing executive briefings, and de-escalating conflicts while upholding consumer dignity and confidentiality.
- Deliver high-level strategic and operational advice to the Senior Director Transport Logistics, executive leaders, clinicians, and regional health service stakeholders regarding PATS priorities, risk management, and service improvements.
- Maintain strong, collaborative relationships across internal divisions, remote primary health clinics, non-governmental organisations, and commercial transport and accommodation providers.
- Provide hands-on assistance to the PATS team during peak operational periods, including the management of generic inbox workflows.





Selection criteria

Essential

1. Demonstrated experience in leading, managing, and mentoring operational teams, with a proven ability to foster a cohesive, respectful, and culturally

secure workplace culture across geographically dispersed sites.
- Proven experience in managing high-volume operational logistics, travel management systems, or service delivery functions, including the ability to manage competing priorities, meet tight deadlines, and ensure continuity of service.
- High-level interpersonal, negotiation, and communication skills, with demonstrated ability to build collaborative partnerships, de-escalate complex client complaints, and engage effectively in diverse cross-cultural environments.
- Demonstrated experience in financial management, including budget monitoring, procurement, approving expenditure within delegations, and ensuring compliance with legislative, policy, and governance frameworks.
- Proven ability to interpret and apply complex policies, schemes, or guidelines fairly and consistently, alongside experience in driving continuous quality improvement initiatives and drafting standard operating procedures.
- High-level analytical and problem-solving skills, with the ability to evaluate operational data, manage risk, exercise sound judgment in complex or sensitive situations, and prepare clear executive briefings and reports.

Desirable

1. Tertiary qualifications in health administration, business management, logistics, or a related discipline.
2. Demonstrated understanding of regional and remote health service logistics across the Top End, Big Rivers, and East Arnhem regions.
