Senior Business Analyst - Solutioning & Proposals | Melbourne CBD

Are you a seasoned Business Analyst who thrives in solution design, stakeholder engagement, and proposal development rather than traditional Agile delivery?

We're looking for a Senior Business Analyst to support a major public sector initiative, working closely with senior business stakeholders, architects, and technical teams to shape and define strategic business solutions.

Location: Melbourne CBD (Hybrid)

Contract: 1 October 2026 – 30 June 2027

About the Role This is not a typical Agile delivery BA role focused on sprint management or backlog administration. Instead, you'll be responsible for driving solutioning activities, supporting proposal development, and helping define fit-for-purpose business solutions for a complex enterprise setting.

Key Responsibilities

✅ Engage with business stakeholders to understand objectives, challenges, and requirements

✅ Facilitate workshops, discovery sessions, and stakeholder discussions

✅ Partner closely with solution architects and technical specialists

✅ Support business cases, proposal development, and solution design activities

✅ Analyse and document business requirements, current and future state processes

✅ Provide strategic recommendations and expert business analysis advice

✅ Contribute to solution narratives, proposal artefacts, and supporting documentation

What We're Looking For

✔️ 10+ years' experience as a Business Analyst in complex enterprise or government environments

✔️ Strong experience in solutioning, proposals, business cases, and pre-delivery initiatives

✔️ Proven ability to work effectively alongside architects and technical teams





✔️ Exceptional communication and stakeholder engagement skills

✔️ Strong facilitation, negotiation, and analytical capabilities

✔️ Ability to communicate with authority, influence stakeholders, and navigate complex business environments

Highly Desirable

- Experience working in government or large enterprise environments
- Exposure to bids, proposals, procurement responses, or solution development initiatives
- Understanding of enterprise architecture and business transformation frameworks
