Primary objective To evaluate the quality, effectiveness and adequacy of child protection, domestic and family violence (DFV), and homelessness service responses; identify systemic and practice issues; and provide evidence-based recommendations that drive continuous improvement across policy, practice, and governance, to enhance the safety, protection and wellbeing of children and victim-

survivors of DFV.

Key duties and responsibilities

1. Conduct comprehensive and objective reviews of complex matters relating to child protection, DFV, and homelessness,

including matters involving significant risk, fatalities,



and critical incidents.
- Conduct systematic analysis of records, policies, procedures, legislation, practice frameworks, and service delivery to assess the quality, effectiveness and adequacy of the Department’s responses.
- Identify and analyse practice, organisational, systemic and governance factors that have contributed to client outcomes,

including strengths, gaps and opportunities for improvement.
- Develop transparent, evidence-based findings and recommendations that promote continuous improvement in policy, practice,

governance and service delivery.
- Engage and consult with internal stakeholders to obtain and analyse information relevant to review findings.
- Facilitate debriefing and reflection to support organisational learning and the implementation of review recommendations.
- Ensure reviews are undertaken in accordance with legislative requirements, policies and procedures, the Department’s practice frameworks and model, and ethical principles.
- Contribute to the monitoring, evaluation and reporting on the implementation of recommendations arising from case reviews.
- Contributing to continuous improvement through the Quality Assurance Governance Committee.

10.Conduct case audits for the purpose of measuring and monitoring reform activities.





11.Participate in welfare group activities aligned to Departmental responsibilities under the Emergency Management Act.

Selection criteria

Essential

1. A degree from an Australian tertiary institution, which gives eligibility for membership of the Australian Community Workers

Association, the Australian Association of Social Workers, or the Australian Psychological Society, or equivalent OR Diploma of Child, Youth and Family Intervention AND Vocational Graduate Certificate in Community Services Practice (Statutory Child

Protection) OR Graduate Certificate in Safe Communities (Child Protection).

1. Sound knowledge and understanding of legislation, policies, procedures, practice frameworks and issues relating to the

provision of child protection and youth justice services and the ability to apply that knowledge.
1. Proven ability to review complex case decisions, analyse information, problem solve and develop evidence-based

recommendations.
1. Demonstrated high-level oral, written and interpersonal communication skills, including the ability to effectively negotiate

outcomes, manage conflict and the ability to build and maintain effective working relationships with internal and external stakeholders.
1. Demonstrated ability to review and develop systems, processes and programs/services to address identified needs.
