Lead ICT Business Analyst
Location: Canberra, ACT
Contract: Labour-hire contract to 30 June 2027, with 2 x 12-month extension options
Pay: $120-$150 p/h including super (negotiable)
Work type: Full-time, up to 40 hours per week
Work arrangement: Initially on site, then hybrid subject to approval and operational needs
Clearance: Must hold a current Baseline clearance or above
About the Role
This is a senior Lead Business Analyst role with our Federal Government client, working on complex ICT change. You will assess existing capabilities, identify gaps and help define a clear future-state solution.
You will operate at EL1-equivalent level across strategic modelling, business situation analysis, process improvement, feasibility and stakeholder decision-making. The work suits someone comfortable leading through ambiguity and turning complex business needs into clear analysis, recommendations and ICT artefacts.
The proposed commencement is 26 October 2026, subject to candidate availability, onboarding and any applicable notice period.
What You'll Be Doing
- Lead strategic planning, mapping and business modelling
- Lead gap analysis of existing ICT capabilities
- Develop a solution blueprint for a future digital capability
- Analyse complex business situations and identify options
- Lead business process improvement and process modelling
- Work with stakeholders to establish and prioritise business requirements
- Facilitate workshops with business and ICT stakeholders
- Develop innovative solutions to complex business challenges
- Define and document new or improved business processes
- Lead feasibility assessments and option analysis
- Work across enterprise, program, operational and project stakeholders
- Produce business process maps, specifications, risk plans and status reports
- Transfer knowledge and capability to departmental staff
What You Bring (Essential Criteria)
- You've led business modelling at strategic level and advised stakeholders on modelling techniques and approaches
- You've managed business process improvement, including graphical process models and alternative solution analysis
- You've led business situation analysis where there was significant ambiguity and complexity
- You've worked in a consultancy capacity, evaluating options and facilitating stakeholder groups
- You've led feasibility assessments including cost/benefit, impact and risk analysis
- You can turn complex business needs into explicit models, recommendations and specifications
- You're an Australian citizen
- You must hold a current Baseline clearance or above
Nice to Have (Desirable Criteria)
- Five or more consecutive years performing within a Senior Lead Business Analyst role
- Stakeholder relationship management at level 5 or equivalent
- User experience analysis at level 4 or equivalent
- Requirements definition and management at level 5 or equivalent
