Frankston City Council delivers a significant proportion of its operational services in-house, with the Operations Department playing a central role in maintaining the presentation, functionality and safety of Council-owned public infrastructure and outdoor spaces. Based at the Operations Centre in Seaford, the department supports the everyday services that residents, visitors, Councillors and community stakeholders see and rely on across the municipality.

Reporting to the Director City Services, the Manager Operations will provide strategic and operational leadership across one of Council’s largest departments. Leading approximately 159 employees, supported by experienced Coordinators and section leaders, the role is responsible for civil infrastructure maintenance, parks, reserves, open space, vegetation, foreshore areas, sports fields, drainage, roads, cleansing, graffiti removal and broader city presentation services.

This opportunity carries significant responsibility for safe, reliable and financially sustainable frontline service delivery. The role oversees approximately $32.4 million in operational expenditure and $2.2 million in capital expenditure, together with procurement, tendering and contract management responsibilities across a mixed employee and contractor delivery model.

The successful candidate will be a visible, grounded and highly accountable leader who is comfortable being close to the workforce and connected to the practical realities of service delivery. You will set clear direction, build trust with highly capable field-based teams, support capable operational leaders and create a culture of safety,



performance and continuous improvement. The ability to make sound decisions, communicate consistently and bring people together will be central to success.

The role requires a leader who can balance community expectations, Councillor and stakeholder priorities, service standards, financial discipline and operational risk. You will bring experience leading complex field-based services, ideally across local government, infrastructure maintenance, parks and open space, civil works, facilities, asset management or a comparable environment. Technical breadth will be helpful, however leadership capability, judgement, financial acumen and service improvement experience will be most important.
