As part of this next phase, we are seeking a dynamic and influential leader for the newly created position of
Manager Strategy and Performance
.
Reporting to the Chief Operating Officer, this role offers a rare opportunity to establish and shape a new department that uniquely brings together the full spectrum of strategic planning.
From Council's long-term vision and corporate planning through to service planning, asset strategy, capital planning, project governance and organisational improvement, this role will ensure our strategies, resources, investments and services are aligned.
This is a complex and influential leadership opportunity that will help shape organisational direction, guide investment decisions and drive Council's improvement agenda.
The successful candidate will play a pivotal role in strengthening organisational performance, supporting financial sustainability and ensuring planned benefits translate into meaningful outcomes for our organisation and community.
About the position
The Manager Strategy and Performance will lead a multidisciplinary department responsible for:
Integrated strategic and corporate planning
Service planning, reviews and optimisation
Strategic asset and capital planning
Project management governance
Organisational improvement and benefits realisation
The position will lead the integration of Council's strategic, financial, service, asset and project-planning frameworks, helping ensure organisational priorities are clear, investments are evidence-based and resources are directed towards initiatives that deliver the greatest community and organisational value.
Working closely with the Executive Leadership Team, Council, leaders across the organisation, government agencies and key stakeholders, you will provide strategic insight and analysis that influences priorities, organisational performance and long-term investment decisions.
Your key areas of focus will include:
Integrated Planning and Organisational Performance
Lead Council's integrated strategic planning and performance function, connecting long-term vision, organisational strategy, resources and service delivery.
Strengthen organisational accountability through meaningful planning, performance reporting and evidence-based insights.
Lead service planning, reviews and optimisation to improve service effectiveness, efficiency and alignment with community needs.
Drive Council's organisational improvement agenda and ensure initiatives deliver measurable and sustainable benefits.
Strategic Asset and Capital Planning
Lead strategic asset, infrastructure and capital planning to support sustainable service delivery and sound long-term investment.
Integrate asset planning with service priorities, financial planning, risk and future community needs.
Strengthen asset information, planning frameworks and lifecycle decision-making to optimise performance and community value.
Provide strategic oversight of Council's property portfolio to support service delivery and long-term value creation.
Project Governance and Investment
Shape and govern Council's project, capital and organisational improvement portfolios.
Strengthen project management frameworks, organisational capability, governance and reporting.
Support effective strategic prioritisation so resources are directed to initiatives that deliver the greatest value.
Monitor project performance and perks realisation to ensure approved investments achieve their intended outcomes.
Across these areas, you will bring together strategy, services, assets, projects and performance as one integrated and future-focused organisational function.
About you
You are a strategic, collaborative and influential change leader who can translate organisational vision into practical priorities and measurable outcomes.
You are comfortable navigating complexity and competing priorities and bring the credibility, insight and judgement required to influence senior stakeholders.
You understand how strategy, financial sustainability, asset investment, organisational performance and service delivery connect, and you can bring people together around a shared direction.
You will bring:
Extensive senior leadership experience in a large and complex organisation.
Demonstrated experience across integrated planning, corporate performance, service planning, asset management, capital planning, project governance or organisational improvement.
The ability to think strategically while translating vision into practical organisational outcomes.
Demonstrated experience aligning strategic, financial, service, asset and investment-planning frameworks.
Strong commercial and financial acumen, with the ability to support sound prioritisation and investment decisions.
The ability to analyse complex issues, identify opportunities and provide clear, evidence-based advice.
Highly developed relationship-building, communication, negotiation and influencing skills.
The ability to build trusted partnerships across executive leaders, Council, employees, government and community stakeholders.
Demonstrated success leading transformational change and building organisational capability.
A collaborative leadership style that inspires multidisciplinary teams and fosters accountability, innovation and continuous improvement.
Sound judgement and the ability to operate effectively within a complex and politically accountable environment.
Relevant tertiary qualifications in business, finance, engineering, planning or a related discipline.
