About the position
Reporting to the Chief People and Integrity Officer, the Manager People and Culture leads a multidisciplinary department comprising three core service areas:
- Business Partnering
- Culture and Capability
- Health, Safety and Wellbeing
Working closely with the Executive Leadership Team and leaders across Council, you will provide strategic and operational leadership across these functions to create a connected, consistent and positive people experience.
You will lead a capable team to deliver trusted advice, contemporary people practices, meaningful culture and capability initiatives, and effective health, safety and wellbeing outcomes. You will also play an important role in ensuring our leaders are supported and empowered to lead their teams confidently, fairly and effectively.
Your key responsibilities will include:
Business Partnering
- Lead a trusted and proactive business partnering service that supports leaders to make confident, fair and accountable people decisions.
- Provide strategic leadership across workforce planning, people practices, employee and industrial relations, and complex workplace matters.
- Use workforce insights and strong stakeholder partnerships to continuously improve services and organisational outcomes.
Culture and Capability
- Shape a positive, inclusive and values-led culture that supports engagement and performance.
- Strengthen organisational and leadership capability through targeted development, coaching, talent and succession initiatives.
- Lead employee experience and organisational change initiatives with clarity, empathy and purpose.
Health, Safety and Wellbeing
- Provide strategic leadership of Council’s health, safety and wellbeing framework.
- Strengthen safety leadership and support the effective management of workplace risks, injuries, claims and employee wellbeing.
- Promote safe, sustainable work practices and shared accountability for health, safety and wellbeing.
Across these portfolios, you will lead an integrated, practical and responsive People and Culture service that enables our people, leaders and organisation to succeed.
About you
You are an experienced and values-driven People and Culture leader who genuinely cares about people, culture, safety and organisational performance.
You bring a contemporary and practical leadership style, with the ability to provide clear direction, build strong relationships and create an environment where people feel supported, accountable and empowered to perform at their best.
You will bring:
- Extensive senior People and Culture leadership experience within a large or complex organisation.
- Demonstrated experience leading multidisciplinary People and Culture functions or teams.
- A strong track record in business partnering and providing trusted advice to senior leaders.
- Experience shaping organisational culture, employee engagement and leadership capability.
- Strong knowledge of contemporary health, safety and wellbeing governance and practice.
- Broad experience across workforce strategy, employee relations, industrial relations and organisational change.
- The ability to connect people strategy with organisational priorities and practical service-delivery needs.
- Highly developed relationship-building, communication, coaching, negotiation and influencing skills.
- Sound judgement and the ability to manage complex or sensitive matters with fairness, discretion and integrity.
- A collaborative, visible and people-centred approach to leadership.
- Relevant tertiary qualifications in human resource management, organisation development, business management or a related discipline, or substantial equivalent experience.
Most importantly, you will be passionate about leading a connected People and Culture function that helps employees thrive, supports leaders to succeed and enables Council to deliver positive outcomes for the community.
