Who we are The Information and Communications Technology (ICT) Services Division is the department’s central digital, technology and information services area. The division supports the department and its portfolio partners to operate effectively in a complex and changing workplace by providing secure, reliable and contemporary ICT services, digital platforms and technology advice. We lead on ICT strategy, cyber security, enterprise technology, digital investment, service delivery and the capabilities that enable the department to deliver its climate, energy, environment and water priorities.

The ICT Business and Digital Engagement Branch is focused on engaging across the department and portfolio agencies to understand business needs, shape digital priorities and ensure technology investment is aligned to departmental outcomes. Our work identifies opportunities to improve ICT governance, enterprise architecture, investment planning, commercial management, portfolio delivery, workforce capability and service management practices.

The branch supports the department to take a more consistent, strategic and value-focused approach to digital investment, while strengthening the way ICT services are planned, governed, changed, assured and delivered.

The job

DCCEEW is seeking an experienced and influential senior executive to lead the ICT Business and Digital Engagement Branch. Reporting to the Chief Information Officer, the Branch Head is one of three SES Band 1 leaders within the ICT Services Division and contributes to the broader strategic leadership of the division and department.

The Branch Head is responsible for ensuring the department's digital investments, business engagement activities, governance arrangements, commercial functions, service management practices, portfolio management capability and workforce strategies deliver measurable organisational outcomes and support departmental priorities.

The role operates across a specialised and complex digital ecosystem. It requires strong ICT and digital leadership, sound judgement, commercial and investment acumen, and the ability to build trusted relationships with senior executives, business areas, portfolio agencies, whole-of-government partners and industry.

Key responsibilities

- Lead the ICT Business and Digital Engagement Branch, building an inclusive, high-performing and accountable culture that supports staff through change and delivers on departmental priorities.




- Shape and deliver ICT strategy, enterprise architecture, digital investment planning and prioritisation so technology decisions align with departmental outcomes and future capability needs.
- Lead business and portfolio agency engagement, translating complex needs into clear, achievable and sustainable digital priorities.
- Drive the evolution of the ICT operating model, including service design, governance, organisational capability and delivery approaches that remain fit for purpose.
- Provide executive oversight of the digital portfolio and Program Management Office capability, including investment governance, project prioritisation, assurance and benefits realisation.
- Lead ICT governance, risk, assurance, performance, reporting and service management functions, including stewardship of asset, configuration, capacity, change, release and testing practices, and provide clear evidence-based advice to the Chief Information Officer and governance forums.
- Ensure ICT processes and controls support reliable operations, effective change implementation, sound asset and configuration data, capacity planning, quality assurance and informed technology lifecycle decisions.
- Oversee procurement, sourcing, contract management and vendor relationships to achieve compliant, commercially sound and value-for-money outcomes.
- Lead ICT workforce planning, capability development and strategic workforce initiatives to ensure the division can meet current and future priorities.
- Build trusted relationships across the department, portfolio agencies, the APS and industry, and represent the Chief Information Officer and department in senior forums.
- Contribute to the strategic leadership of the ICT Services Division and broader departmental priorities.

What we are looking for

Your roles and responsibilities will be aligned to the SES Band 1 Work Level Standards and the Secretaries’ Charter of Leadership Behaviours.

To be successful in this role, you will demonstrate:

- Substantial senior leadership experience in ICT, digital, governance, investment,



commercial or technology-enabled transformation functions within large and complex organisations.
- Demonstrated ability to shape strategy, align digital investment with organisational priorities and exercise sound judgement across complex, high-risk and contested issues.
- Strong understanding of ICT governance, portfolio and investment management, enterprise architecture, commercial management, assurance and core service management disciplines, including asset, configuration, capacity, change, release and testing practices.
- Demonstrated ability to oversee fit-for-purpose ICT processes and controls that support reliable service delivery, effective change implementation, quality assurance, operational resilience and informed technology lifecycle decisions.
- Demonstrated success overseeing large and complex portfolios, programs or projects, including governance, assurance, prioritisation and benefits realisation.
- Demonstrated experience leading organisational improvement, operating model design, business transformation or large-scale change initiatives.
- Experience influencing strategic investment decisions and shaping enterprise ICT operating models in complex organisations.
- A record of building trusted relationships and influencing senior executives, governance bodies, government partners, clients and industry stakeholders.
- Highly developed communication skills and the ability to translate technical, investment and delivery issues into clear, practical and evidence-based advice.
- Demonstrated success leading multidisciplinary teams, building capability and fostering an inclusive, respectful and psychologically safe workplace.
- Adaptability, resilience and a strong stewardship mindset, with the ability to lead through uncertainty while maintaining delivery, integrity and accountability.

Desirable qualifications

Relevant tertiary or professional qualifications in information technology, digital, business, commerce, public administration, governance, project, program or portfolio management, enterprise architecture, or digital transformation would be well regarded.

Eligibility and other requirements

Citizenship - to be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.

Security Clearance - this position requires a Negative Vetting Level 1 security clearance. You will be required to obtain and maintain a clearance at this level.
