Help Shape Queensland Rail's Fraud and Corruption Control Program

Queensland Rail is seeking an experienced and motivated Principal Fraud & Corruption Adviser to lead the organisation's fraud and corruption prevention, detection and oversight activities.

Reporting to the Manager Enterprise Risk Management, this specialist role will drive Queensland Rail's enterprise fraud and corruption program, providing strategic advice, risk intelligence, analytics and governance oversight to strengthen organisational resilience and integrity. The role forms part of Queensland Rail's Risk, Assurance and Compliance function and plays a key role in building a more proactive and intelligence-led approach to fraud risk management.

About the Role

As Queensland Rail's principal fraud and corruption subject matter expert, you will:

- Lead the development, implementation and continuous improvement of Queensland Rail’s Fraud and Corruption Control Framework, including associated policies, standards, plans, governance arrangements and maturity uplift initiatives.
- Provide high-level strategic advice to senior leaders, executive committees and governance forums on fraud and corruption risks, controls, emerging threats and organisational integrity obligations.
- Lead enterprise-wide fraud and corruption risk assessment programs, maintain the organisation’s fraud risk profile and oversee the effectiveness of risk treatment and control assurance activities.
- Develop and enhance fraud analytics, intelligence, monitoring and reporting capabilities to identify emerging risks, vulnerabilities, trends and control weaknesses, enabling informed enterprise decision-making.
- Lead fraud awareness, education, capability development and change initiatives that strengthen organisational culture, improve fraud risk management practices and embed accountability across the business.
- Interpret and apply relevant legislation, government requirements, integrity frameworks and industry standards, providing expert advice to support compliance, governance and continuous improvement outcomes.
- Provide specialist intelligence, analytics and root cause analysis to support investigations, post-incident reviews and control improvement activities, while maintaining effective partnerships with Ethics & Integrity and external stakeholders.




- Undertake additional duties and responsibilities related to the Risk, Assurance & Compliance team as required, contributing flexibly to the team objectives and organisational priorities.

About You

To be successful in this role, you will demonstrate:

- Extensive knowledge of fraud and corruption control frameworks, governance systems, integrity programs and contemporary risk management practices, with demonstrated ability to develop, implement and continuously improve enterprise-wide fraud management arrangements.
- High-level stakeholder engagement, consultation and influencing skills, including the ability to build trusted relationships and drive adoption of fraud management practices across diverse business functions.
- High level of skill in analysing, interpreting and translating complex data, intelligence and risk information into actionable insights that support executive decision-making.
- Demonstrated ability to lead organisational capability uplift initiatives through training, communication, coaching and change management strategies.
- High level of skill in leading enterprise improvement initiatives, program development and governance enhancements within complex organisational environments.
- Substantial knowledge of relevant legislation, Queensland Government integrity requirements, fraud control obligations and regulatory frameworks.
- Demonstrated ability to provide strategic advice and influence senior leaders on complex fraud and corruption risk matters.
- Knowledge of and commitment to Queensland Rail’s Values and Behaviours.

- Relevant tertiary qualifications in Risk Management, Governance, Accounting,



Finance, Law, Criminology, Compliance or a related discipline.
- Relevant professional certifications and memberships will be highly regarded.
