This role brings together several critical organisational functions and provides a unique opportunity to shape how Council approaches governance, enterprise risk, procurement, contract management, information management and privacy.

About the position

Reporting to the Chief People and Integrity Officer, the Manager Governance, Procurement and Risk will lead a multidisciplinary department comprising three core service areas:

- Governance and Risk
- Contracts and Procurement
- Information Management and Privacy

As the Manager of this newly created department, you will have the opportunity to bring these complementary portfolios together as one connected, accessible and high-performing organisational service.

Working closely with the Chief Executive Officer, Executive Leadership Team, Councillors and leaders across Council, you will provide trusted advice and practical leadership that strengthens governance maturity, manages organisational risk, improves commercial outcomes and protects Council’s information.

Your key areas of focus will include:

Governance and Risk

- Lead contemporary governance, statutory compliance, enterprise risk and assurance frameworks.
- Provide trusted and authoritative advice to Councillors, executive leaders and the broader organisation.
- Strengthen organisational accountability, ethical decision-making and risk capability.

Contracts and Procurement

- Lead Council’s procurement and contract management frameworks, supporting probity, compliance and value for money.
- Improve procurement planning, commercial decision-making and contract performance.
- Build the capability and confidence of leaders and contract owners across Council.

Information Management and Privacy

- Provide strategic oversight of records, information management, privacy and information access.
- Strengthen information governance, compliance and responsible information-handling practices.




- Support the organisation to manage information in a secure, accurate and accessible way.

Across these portfolios, you will build an integrated and responsive service that provides clear frameworks, trusted advice and practical support to enable Council’s people and services to succeed.

About you

You are an experienced, values-driven leader who brings strong governance, commercial or risk expertise and the ability to lead across a broad professional portfolio.

You understand that effective governance is not simply about compliance. It is about creating clarity, strengthening accountability and enabling the organisation to make informed and defensible decisions.

You bring a practical and collaborative leadership style, together with the confidence to provide clear and courageous advice, navigate complexity and constructively challenge where required.

You will bring:

- Extensive senior leadership experience within a large or complex organisation.
- Demonstrated experience leading governance, risk, procurement, contract management, information management or related professional functions.
- Solid knowledge of contemporary governance, legislative compliance and organisational risk practices.
- Commercial acumen and experience supporting sound procurement and contract management outcomes.
- The ability to interpret complex legislative, governance, risk and commercial information and communicate it clearly in plain language.
- Demonstrated experience establishing or improving organisational frameworks, systems and services.
- Highly developed relationship-building, communication, negotiation and influencing skills.
- Sound judgement and the ability to manage sensitive matters with integrity, discretion and political acumen.
- A collaborative leadership approach and demonstrated ability to develop multidisciplinary teams.
- The ability to lead organisational change and build capability across diverse stakeholder groups.
- Relevant tertiary qualifications in governance, law, business, commerce, procurement, risk management or a related discipline, or substantial equivalent experience.

Most importantly, you will be passionate about making governance practical and accessible and helping the organisation achieve strong, transparent and sustainable outcomes for the community.
