The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for current and future vacancies for a Parliamentary Service Level 6 (PSL6) Senior HR Advisor and a Parliamentary Executive Level 1 (PEL1) Assistant Director in the Workplace Relations, Performance and Conduct team.

DPS has a workforce of approximately 1,200 staff whose role is to support the functioning of the Australian Parliament and parliamentarians through the provision of professional services, advice and facilities. DPS staff are dedicated to the task of providing first-class support services to the Australian Parliament and the wider community.

DPS is seeking professionals in workplace relations, performance or conduct to contribute to our strategic priorities and provide expert advice. Work from across each of the functional areas may be distributed amongst available staff based on strengths, experience, and development, and candidates are not expected to have experience in all three functional areas.

Who we are looking for

PSL6 Senior HR Advisor, Workplace Relations, Performance and Conduct

- Research and prepare advice for review by senior staff on a broad range of employment issues, complex workplace relations matters, relevant legislation, and agreements.
- Contribute to the design, development, and implementation of innovative strategies to improve departmental outcomes when managing complex sensitive people matters, staff engagement, and workplace consultation.
- Represent the department in dealings with unions and other stakeholders under the guidance of senior staff. Prepare materials to assist with representation at tribunals and external jurisdictions, to avoid disputes or achieve positive outcomes and resolutions
- Assist and support the research, development, management, and implementation of enterprise agreements, HR Policies, and employment contracts, ensuring compliance with relevant laws, processes, and better practice.




- Support team initiatives and contribute to a positive team culture.
- Develop and maintain productive stakeholder relationships and assist senior staff to liaise and effectively negotiate with key stakeholders including senior management, staff, industrial organisations, and external agencies.
- Assist in the preparation of written material including executive briefs, corporate documentation, findings of fact, and formal communications relating to employee conduct and performance for review by senior staff in a fast-paced workplace.
- Assist in gathering and organising information for Code of Conduct investigations and the drafting of recommendations to delegates. Provide advice and guidance to staff and managers on integrity and misconduct issues.
- Provide advice to managers and staff on performance management and underperformance under the guidance of senior staff.

PEL1 Assistant Director, Workplace Relations, Performance and Conduct

- Provide high-quality specialist advice to senior management, and technical advice and education to staff on a broad range of employment issues, complex workplace relations, performance or conduct matters, relevant legislation, and agreements.
- Identify, design, and develop innovative strategies to improve departmental outcomes when managing complex sensitive people matters, conduct, integrity, performance management, staff engagement, and workplace consultation.
- Represent the department in dealings with unions, tribunals, external jurisdictions,



and other stakeholders to avoid disputes or achieve positive outcomes and resolutions.
- Assist and support the research, development, management, and implementation of enterprise agreements, HR Policies, and employment contracts, ensuring compliance with relevant laws, processes, and better practice.
- Lead, motivate, and gain the commitment of others in achieving a workplace relations, performance and conduct focus responsive to contemporary issues and changes in workplace practices.
- Develop and maintain productive stakeholder relationships, liaise and effectively negotiate with key stakeholders including senior management, staff, industrial organisations, and external agencies.
- Prepare written material including executive briefs, corporate documentation, findings of fact, and formal communications relating to employee conduct and performance for review by senior staff in a fast-paced environment.
- Conduct Code of Conduct investigations and make recommendations to delegates. Provide advice and guidance to staff and managers on complex integrity and misconduct issues.
- Provide expert advice to managers and staff on performance management and underperformance.
