This is a once in a career opportunity to play a key role in the transformation of NSW Freight rail influencing change for our customers and community.
The Senior Manager Economic regulation and Compliance will manage and coordinate the overall Economic Regulatory and Pricing accountabilities for Transport Asset Management for NSW (TAM).
This will include development of appropriate regulatory and pricing frameworks, including governance and assurance activities. It will work closely with the other Divisions in TAM as well as interfacing with Transport for NSW, Sydney Trains and IPART on regulatory matters.
In this role you’ll
Establish pricing methodologies, set prices and manage commercial arrangements for public and third-party rail operators.
Manage and coordinate all of TAM’s economic regulatory and pricing accountabilities.
Lead annual compliance reporting to IPART, coordinating data gathering, drafting, preparing and obtaining approval of submissions.
Interface with regulators including IPART and other government agencies such as NSW Treasury to represent TAM’s position.
Oversee the management of, and performance, rail access administration and contract management consistent with the requirements of the NSW Rail Access Undertaking and individual rail operator access agreements. This includes managing customer relations, the negotiation of new access agreements and renewals, and dispute resolution.
Establish and perform assurance,
audit and compliance for the delivery of non-price access products and services by TAM Agents.
Work with the Transport for NSW PIP (Freight & Transport Planning) and SPER divisions in moving towards NSW’s government policy objectives for freight on rail.

You’ll possess:
Demonstrated senior economic commercial experience in a regulated asset delivery environment (e.g. rail, gas, electricity, water, ports or airports).
Expert knowledge and demonstrated application of regulatory frameworks in large and complex commercial organisations.
Demonstrated economic regulation of infrastructure pricing experience in regulated environments.
Demonstrated experience in commercial negotiations.
Tertiary qualifications or demonstrated, in a relevant discipline (Economics/Finance/Law) or other relevant, equivalent qualified experience.
