About the role

As Capital Program Advisor, you will provide professional advice, analysis and administrative support across grant assessment, project approvals, tender and contract documentation, payment claims, compliance, risk management and program reporting. You will help ensure funding is administered fairly, efficiently and in accordance with relevant legislation, funding agreements, program guidelines and CEQL governance requirements.

Working closely with the Head of Capital Programs, Capital Programs team members, CEQL colleagues, school authorities, government officers and project-related service providers, you will contribute to transparent, consistent and accountable capital program administration.

Key responsibilities

- Administer State and Commonwealth capital grants in accordance with legislation, funding agreements, program guidelines and CEQL requirements.
- Review project, tender, contractual and payment documentation and provide well-founded recommendations.
- Analyse applications, costings, designs and supporting evidence to support fair, transparent and equitable assessment processes.
- Prepare recommendations, briefing papers, approval requests and accountability returns for executive, committee and government consideration.
- Monitor project progress, expenditure, variations, risks and statutory accountability requirements, escalating emerging issues as required.
- Identify and recommend improvements to systems, guidelines, financial controls and program administration.
- Provide advice and support to Queensland Catholic school authorities on capital programs, tendering and contract administration.
- Coordinate and support CEQL committees, panels, networks and stakeholder consultation activities relevant to Capital Programs.
- Build productive relationships with internal and external stakeholders and provide responsive, accurate and practical advice.
- Monitor project progress and prepare accountability reports in line with legislation and guidelines.

About you





- Relevant tertiary qualifications in quantity surveying, construction or contract management, or an equivalent combination of qualifications and experience.
- Demonstrated experience in contract administration, procurement, tender assessment and compliance within complex capital asset or commercial project environments.
- Strong capability in analysing project costings, pricing, financial scenarios, architectural drawings and scopes of work.
- Sound knowledge of contractual obligations, variations, financial controls, risk management and dispute resolution.
- Highly developed research, analytical and problem-solving skills, with strong attention to accuracy, completeness and detail.
- High-level written and oral communication skills, including the ability to prepare clear reports, briefings, recommendations and contractual correspondence.
- Strong organisational skills and demonstrated ability to manage competing priorities, deadlines, records and confidential information.
- Advanced proficiency in Microsoft Excel and Microsoft 365 applications, with experience in AutoCAD or Revit desirable.
- A cooperative approach and commitment to contributing to a positive, professional and improvement-focused workplace culture.
- Capacity and willingness to travel within Queensland and interstate as required.
