About the opportunity
Our client is one of Victoria's largest and most complex public health services, delivering acute and community care to Melbourne's rapidly growing communities. With more than 13,000 staff, an operating budget of approximately $2 billion, and a network spanning four acute hospitals and five community health centres, this is a health service of genuine scale.
The Finance Director is a senior leadership appointment - the principal finance adviser and deputy to the CFO and leadership across the finance function.
The organisation is at a critical point in its financial evolution. This is not a steady-state appointment. The incoming leader will be asked to drive meaningful change - across the finance function, across clinical and executive partnerships, and across the organisation's approach to data, analytics and digital capability - over a 2 to 3 year horizon.

About the role
Success in this role will be determined as much by leadership,
influence and organisational change capability as by technical finance expertise. The incoming leader will need to build trust across clinical and executive teams, develop capability within the Finance function, and lead change that sticks.
The role translates the organisation's financial strategy, government funding obligations and organisational priorities into disciplined plans, controls, decisions and operational outcomes. Responsibility spans financial accounting and control, finance business partnering, sustainability and budget, and revenue - with a large mandate across the organisation.
Key responsibilities include:
- Enterprise financial leadership - strategy, performance and sustainability across the organisation
- Organisation-wide budget construction, forecasting and performance reporting
- Activity-based funding performance and revenue optimisation
- Financial governance, statutory reporting and regulatory compliance
- Standing membership of the Finance and Audit Committees, including Board-level preparation and presentation
- Leading the modernisation of Finance through improved data, analytics, digital capability and practical application of automation and AI
- Building leadership depth and business partnering maturity across the Finance Division
What they're looking for
Our client is looking for a leader who builds trust, develops capability and works collaboratively with clinicians and executives to achieve organisation-wide outcomes. The following criteria are essential:
- CPA or CA qualified
- Significant experience leading finance in a large, complex, regulated organisation - public health preferred; comparably complex government or commercial environments considered
- Demonstrated understanding of activity-based funding, clinical costing and revenue management in a public health or comparable setting
- A track record of leading finance transformation - measurable outcomes, not just programs initiated
- Proven ability to build trust and influence with non-finance stakeholders, particularly clinical and operational leaders
- Board and Audit Committee experience - comfortable preparing for and presenting at governance level
- A commitment to growing people, building succession and lifting the maturity of the team over time
