HTS Constructions is an Australian construction and field services business delivering across Queensland, Western Australia, the Northern Territory and the Pacific, including Nauru. About the Role

We're looking for a National HSEQ Manager to take ownership of health, safety, environment and quality across the entire business. Based in Perth and reporting directly to the Managing Director, you'll own our Integrated Management System, certified to ISO 9001, ISO 45001 and ISO 14001 and protect and leverage our OFSC accreditation. You'll set the national HSEQ strategy, lead the assurance and audit program, manage relationships with regulators, certification bodies and clients, and report HSEQ performance to the Executive Leadership Team and the Board.

This is not a desk-based governance role, and it's not a site advisor role, it's both. You'll spend real time on site across WA, the NT, Queensland and the Pacific, supporting project leadership and our network of project-based HSEQ Advisors, coaching and verifying that what's written in the system is what's actually happening in the field. Indicative travel is 30 - 40% of your time.

This is a full-time, permanent position based at our Perth head office, with a national and Pacific remit. We're after someone available to start as soon as possible.

What You'll Own

- National HSEQ strategy, standards and the critical risk framework
- ISO 9001, ISO 45001 and ISO 14001 certification, including internal audit, management review and external surveillance audits
- OFSC accreditation, audit readiness, evidence, corrective actions and re-accreditation
- Legislative compliance across three Australian jurisdictions and our Pacific operations
- Incident management, investigation and organisational learning




- Quality assurance across the project lifecycle and measurable reduction in rework and defects
- Leadership and development of the project-based HSEQ Advisor network
- HSEQ input to tenders, prequalification and client engagement

What You'll Bring

- Tertiary qualification in Occupational Health and Safety, Environmental Management, Engineering or a related discipline (minimum Diploma of WHS; degree preferred)
- Lead Auditor qualification in one or more of ISO 45001, ISO 9001 or ISO 14001 (Exemplar Global certified or equivalent)
- Demonstrated senior HSEQ leadership experience in construction, civil, resources or field services, including multi-site and multi-jurisdictional responsibility
- Proven experience maintaining tri-certification (ISO 9001/45001/14001) and leading external surveillance and recertification audits
- Working knowledge of the Australian Government Building and Construction WHS Accreditation Scheme and OFSC audit expectations
- Thorough working knowledge of harmonised WHS and environmental legislation across at least two Australian jurisdictions
- Demonstrated experience leading serious incident investigations using a structured methodology (ICAM or equivalent)
- Experience leading and developing a dispersed team of safety professionals
- Construction Induction Card (White Card), current First Aid & CPR, current driver's licence, valid passport, and willingness to travel regularly to remote domestic and international sites
- Ability to meet pre-employment requirements including medical assessment, fit testing, psychometric profiling, drug and alcohol screening and background checks
- ICAM Lead Investigator certification, Cert IV in Training and Assessment (TAE), Pacific/international experience, and AIHS Chartered membership all highly regarded

The Person

This role suits someone who influences without relying on authority,



who sets their own agenda and delivers without being managed, and who thinks about HSEQ as a commercial and cultural asset rather than a compliance obligation. You'll be equally at home presenting to the Board and standing in a pre-start at 5:30am. You'll be building parts of the system that don't exist yet, and you'll enjoy that.
