NDIS Compliance, Risk and Policy Manager

Hogan Care is a registered NDIS provider delivering dedicated in-home, community and Supported Independent Living (SIL) services. We are committed to delivering high-quality, person-centred support while maintaining solid standards of compliance, governance, safeguarding and service quality.

Position Overview The NDIS Compliance, Risk and Policy Manager is responsible for leading Hogan Care's compliance, risk and quality management framework and ensuring the organisation operates in accordance with the National Disability Insurance Scheme Act 2013, applicable NDIS Rules and Practice Standards, requirements of the NDIS Quality and Safeguards Commission, and other relevant state and Commonwealth legislation.

This role is responsible for maintaining organisational compliance, overseeing risk and incident management, leading policy development and continuous improvement, and ensuring Hogan Care remains audit-ready across its services.

The successful candidate will work closely with executive leadership, service managers, HR and frontline teams to translate regulatory requirements into practical, effective systems and processes.

Key Responsibilities

1. Compliance and Regulatory Oversight

- Act as the organisation's primary subject matter expert on NDIS compliance and regulatory requirements.
- Maintain effective engagement with the NDIS Quality and Safeguards Commission and other relevant regulatory bodies.
- Monitor changes to legislation, NDIS Rules, Practice Standards, regulatory guidance and sector requirements, and assess their impact on the organisation.
- Maintain systems for monitoring organisational compliance obligations.
- Ensure participant records, clinical documentation, worker training and mandatory compliance records remain complete, current and auditable.
- Oversee mandatory notifications and regulatory reporting requirements.

1. Policy Development and Quality Management

- Lead the end-to-end lifecycle of organisational policies, procedures and operational guidelines, ensuring alignment with NDIS requirements and organisational practice.
- Translate complex regulatory and legislative requirements into clear, practical processes for frontline disability support workers and service managers.
- Maintain and oversee the NDIS Practice Standards Core Module and other supplementary modules applicable to Hogan Care's registration and services.
- Establish, maintain and govern the organisational Continuous Improvement Register.
- Ensure corrective actions and opportunities for improvement identified through incidents, complaints,



audits and reviews are documented, implemented and closed.
- Oversee organisational feedback, complaints and compliments processes.
- Monitor the quality and integrity of internal compliance records and systems, including training, participant and clinical documentation.

1. Risk and Incident Management

- Maintain and continuously improve Hogan Care's organisational risk management framework and Risk Register.
- Identify emerging organisational and service-delivery risks and provide practical mitigation strategies to executive leadership.
- Oversee and critically review significant, critical and reportable incidents.
- Ensure reportable incidents and other mandatory notifications are submitted to the NDIS Commission within required timeframes.
- Lead or oversee incident investigations and root-cause analysis.
- Develop corrective and preventative actions to reduce recurring service-delivery and safeguarding risks.
- Monitor incident trends and provide risk and incident reporting to executive management.

1. Audit and Accreditation Readiness

- Develop and manage an internal audit program across relevant services, sites and operational functions.
- Maintain ongoing organisational readiness for NDIS certification, mid-term and other regulatory audits.
- Coordinate preparation for external audits conducted by Approved Quality Auditors.
- Coordinate evidence collection, documentation reviews and staff preparation for audits.
- Manage organisational responses to audit findings, non-conformities, corrective actions and opportunities for improvement.
- Monitor corrective action plans through to satisfactory closure.

1. Training and Safeguarding Culture

- Partner with HR and operational management to ensure mandatory compliance training requirements are identified, delivered and monitored.
- Support training relating to participant rights, safeguarding, the NDIS Code of Conduct and relevant human rights frameworks.
- Provide guidance and mentoring to managers on restrictive practices, behaviour support plan requirements, incident management and participant rights.
- Support managers and workers to understand and demonstrate good practice consistent with the NDIS Workforce Capability Framework.




- Promote a culture where quality, safeguarding, compliance and continuous improvement are embedded in everyday service delivery.

Key Performance Indicators

- Audit Outcomes: Successful external and internal audit outcomes, with no major non-conformities and timely resolution of corrective actions.
- Regulatory Reporting: 100% of mandatory and reportable incident notifications submitted within required regulatory timeframes.
- Policy Currency: 100% of organisational policies reviewed and updated within scheduled review periods.
- Corrective Actions: Audit, incident, complaint and continuous improvement actions completed within agreed timeframes.
- Risk Management: Accurate and current organisational risk registers, with material risks and mitigation strategies regularly reported to executive management.
- Compliance Systems: High levels of completeness and currency across mandatory training, participant and compliance records.

Selection Criteria

Essential

- Proven NDIS Expertise: Minimum 3–5 years' experience in compliance, quality, governance or risk management within the NDIS sector, preferably including Supported Independent Living (SIL) services.
- Regulatory Knowledge: Strong working knowledge of the NDIS Act, NDIS Practice Standards, NDIS Code of Conduct and the regulatory requirements applicable to registered NDIS providers.
- Policy Development: Excellent technical writing skills with demonstrated experience developing policies, procedures and compliance systems capable of meeting NDIS audit requirements.
- Incident and Risk Management: Demonstrated experience managing complex and sensitive incident investigations, regulatory reporting and organisational risk registers.
- Audit Experience: Demonstrated experience preparing for and leading an organisation through NDIS certification, mid-term or comparable external audit processes.
- Stakeholder Management: Ability to work effectively with executive management, operational managers, frontline workers, auditors and regulatory bodies.
- Practical Implementation: Demonstrated ability to convert complex regulatory requirements into workable operational processes.

Desirable
- Relevant tertiary qualification in law, social sciences, health administration, business management, governance, risk management or a related discipline.
- Experience working within Supported Independent Living or other complex NDIS service environments.
- Experience with behaviour support and restrictive practices compliance.
- Experience using dedicated compliance, quality or risk management software.
