Job Description
About The Role
This is an exciting newly created position to help shape the future of one of Australia's fastest growing cities.
As the Planning Agreements Manager, you will lead the negotiation and delivery of planning agreements that secure critical community infrastructure, working at the intersection of strategic planning, development and city building to create lasting benefits for the Parramatta community, contributing to high‐quality services and positive outcomes for our community.
In this role you will:
Lead the negotiation, preparation and delivery of planning agreements with developers and key stakeholders to secure valuable community infrastructure.
Build and maintain solid relationships across the development industry, government agencies and internal Council teams to drive successful project outcomes.
Provide strategic advice on infrastructure planning, valuation and delivery, ensuring investment aligns with Council priorities, community needs and growth objectives.
Lead,



mentor and develop staff while driving continuous improvement in planning agreement processes and practices

About You
You are a strategic and collaborative professional who thrives in complex stakeholder environments and is passionate about shaping infrastructure outcomes for growing communities.
You bring strong commercial acumen, negotiation expertise and the ability to influence and build productive relationships across diverse stakeholder groups.
Extensive experience in land use planning, statutory planning, infrastructure planning, property development or a related field, with a proven ability to provide strategic and operational advice.
Demonstrated experience negotiating planning agreements and delivering successful outcomes within a government or complex regulatory environment.
Strong stakeholder engagement, relationship management and negotiation skills,



with the ability to influence and collaborate at all levels.
Proven people leading experience managing and developing staff while fostering high performance and continuous improvement.
To be considered for this role, you must meet the essential requirements in the Position Description, including the below Qualifications/Licences:
Degree qualification in town planning, valuation, property development or equivalent field with a minimum of 7 years' relevant professional experience.
