Job Description
Derbarl Yerrigan Health Service Aboriginal Corporation (DYHS) is seeking an accomplished and values-driven Director of Community Health Programs to join our Executive Leadership Team and provide strategic leadership across a diverse portfolio of community health and wellbeing programs.

This is an exciting opportunity for a senior leader who is passionate about Aboriginal community control, self-determination and delivering meaningful outcomes for Aboriginal people and communities.

About the Prospect
n
Reporting directly to the Chief Executive Officer, the Director of Community Health Programs is a senior executive position with responsibility for the strategic, operational, financial, workforce, governance, risk and performance leadership of DYHS community health and wellbeing portfolios.
n
The Director will translate organisational strategy and CEO and Board priorities into sustainable, culturally safe and measurable services that respond to community priorities.

The portfolio currently includes:

Health Promotions
n
Elders Care Connect
n
Rheumatic Heart Disease and Chronic Health Programs
n
Emergency Relief
n
Other community health and wellbeing portfolios as determined by the CEO
n
n
You will provide strategic direction and executive oversight while empowering Program Coordinators and managers to lead day-to-day program delivery. You will establish clear expectations, monitor performance, remove barriers, manage strategic risks and ensure the portfolio delivers against agreed service, workforce, financial, compliance and community outcomes.

Key Areas of Accountability
n
As a member of the Executive Leadership Team, you will:
n
Provide strategic leadership – translate organisational and Board priorities into clear portfolio plans, measurable outcomes and accountable delivery.
n
Lead community health programs – provide executive oversight across a diverse portfolio and ensure services are integrated, responsive and focused on meaningful community outcomes.
n
Champion Aboriginal community control – ensure Aboriginal community voices, Elders, families and lived experience meaningfully influence service design, delivery, evaluation and improvement.
n
Drive financial sustainability – oversee budgets, financial performance, resource allocation,
funding agreements, grants and opportunities for sustainable service development.
n
Strengthen governance and performance – maintain executive oversight of risk, quality, compliance, incidents, performance measures and continuous improvement.
n
Lead and develop people – build a high-performing, culturally safe and accountable workforce, with strong workforce planning, capability development, performance management and succession planning.
n
Build strategic partnerships – develop trusted relationships with government agencies, funding bodies, community organisations and sector partners to strengthen service integration, advocacy, innovation and community outcomes.
n
Advise the CEO – provide high-quality executive briefings, strategic advice, recommendations and assurance on portfolio performance, risks, opportunities, funding, workforce and emerging issues.

About You
n
We are looking for a senior leader who combines strategic vision with strong executive accountability and understands what it takes to translate strategy into measurable results.
n
You will bring:
n
n
Significant senior leadership experience across multidisciplinary teams, multiple programs or complex service portfolios.
n
Demonstrated experience providing strategic leadership while maintaining executive oversight through managers and Program Coordinators.
n
Strong financial management experience, including budgets, grants, funding agreements, acquittals, financial reporting and financial risk.
n
Demonstrated capability in governance, risk management, compliance, quality assurance and performance management.
n
Strong workforce leadership, including workforce planning, capability development, performance management and organisational change.
n
Experience working with government, funding bodies, community-controlled organisations and senior external stakeholders.
n
The ability to provide high-level strategic advice,
executive briefs and recommendations to a CEO and/or Board.
n
A strong understanding of Aboriginal Community Controlled Health Services, self-determination and culturally safe, community-led practice.
n
Highly developed communication, negotiation, influencing and relationship-management skills.
n
The ability to turn community priorities, organisational strategy and funding requirements into measurable service outcomes.
n
n
A relevant tertiary qualification in business, management, health or a related discipline is desirable. Extensive experience in the Aboriginal health sector within a community setting, together with demonstrated Aboriginal leadership capability, will also be highly regarded.
n
Experience within the Aboriginal Community Controlled Health sector, grant-funded programs, service redesign, innovation, strategic partnerships or external committee representation will be advantageous.

The successful applicant must:
n
n
Be Aboriginal and/or Torres Strait Islander, in accordance with section 50D of the Equal Opportunity Act ****
n
Hold or be able to obtain a current Working with Children Check.
n
Provide a satisfactory National Police Clearance issued within the previous six months.
n
Hold a valid Western Australian Driver's Licence and be willing to travel between DYHS sites and as required.
n
Demonstrate a commitment to ongoing professional development and training.
