Our client is seeking a Senior Project Engineer to lead the planning, coordination and delivery of the rollingstock technical advisory services supporting fitment of current 5G/Future Railway Mobile Communication System (FRMCS) radios and the associated onboard ETCS baseline upgrade across the NGR and QTMP fleets. The role integrates the State's design, procurement, supplier development, laboratory testing, train application, assurance, commissioning and acceptance activities, ensuring dependencies, risks, issues, interfaces and decisions are managed in a coordinated and controlled manner. The Senior Project Manager provides accountable day-to-day leadership across the advisory team and maintains clear, decision-ready reporting for the client.

This is a full-time role with initial contract term: 3 years

Extension options: up to 12 months.

Core scope for this role will include, but will not be limited to:

- Lead mobilisation, integrated planning and delivery of the rollingstock technical advisory services across the NGR and QTMP workstreams.

- Establish and maintain the project management plan, integrated schedule, governance calendar, deliverables register, decision log, action register and reporting arrangements.

- Coordinate design and procurement activities for the replacement of the existing GSM-R radios with 5G/FRMCS-capable onboard equipment, including associated ETCS baseline changes.

- Manage supplier and contractor interfaces covering requirements, design, development, configuration, testing, fitment, commissioning, assurance and acceptance.

- Integrate technical, commercial, operational, safety, assurance, testing, fleet access, depot and possession dependencies into a single delivery position.

- Monitor progress against approved milestones, deliverables, budget and forecast, identify emerging variance and initiate timely recovery or escalation actions.

- Lead project risk,



issue, opportunity and change management, ensuring impacts to scope, schedule, cost, safety, operations and acceptance are clearly assessed and controlled.

- Coordinate preparation and review of procurement documentation, evaluation inputs, technical recommendations, supplier instructions and contract deliverables.

- Plan and chair project working groups, technical coordination meetings and supplier reviews, ensuring actions and decisions are assigned, documented and closed.

- Provide concise briefings and recommendations to the client's governance forums, identifying decisions required, options, consequences and recommended actions.

- Coordinate readiness for State Lab testing, train installation, fleet testing, commissioning, operational proving and staged deployment.

- Promote safe delivery, configuration discipline, information management, lessons learned and continuous improvement across the advisory team.

Job Requirements

- 10+ years demonstrated project management experience in complex rail, rollingstock, signalling, telecommunications or systems-integration projects.

- Demonstrated experience managing multidisciplinary technical teams and suppliers through design, procurement, development, testing, commissioning and acceptance.

- Strong practical capability in integrated planning, risk and issue management, change control, governance, reporting, stakeholder management and contract interfaces.

- Experience delivering modifications to operational rollingstock fleets, or comparable safety-critical assets, while managing access and operational constraints.

- Demonstrated ability to convert complex technical and commercial information into clear decisions and delivery priorities.

- Relevant engineering, project management or related tertiary qualification. Professional project management accreditation is desirable.

- Knowledge of ETCS, onboard train control, railway radio systems, FRMCS, GSM-R or rail systems assurance is highly desirable.
