Our client is seeking a Rollingstock Assurance and Certification Expert to provide specialist assurance and certification advice for the protected and compliant delivery of the onboard radio and ETCS baseline upgrade works. The role establishes a clear assurance and certification pathway, reviews technical and engineering outputs, supports development and management of assurance evidence, and advises on requirements across design, fitment, testing, commissioning, operational acceptance and fleet rollout. The role ensures that evidence is planned early, remains traceable to applicable obligations and is sufficient to support the client, operator and regulatory acceptance decisions.
Part-time: estimated 60% FTE; actual demand and work pattern will be directed by the client
Initial Contract term: 3 years
Extension options: up to 12 months

Core scope for this role will include, but will not be limited to:
- Develop and maintain the project assurance and certification strategy, plan, evidence framework, responsibilities matrix and acceptance pathway.
- Identify applicable rail safety, engineering, rollingstock, operational, electromagnetic compatibility, telecommunications, cybersecurity and configuration obligations and map them to evidence and approvals.
- Advise the client on the allocation and discharge of assurance, certification and acceptance responsibilities across fleet owners, suppliers, contractors, assessors and technical authorities.
- Review requirements, designs, engineering analyses,
hazard records, safety arguments, verification and validation evidence, test documentation, concessions and configuration records.
- Establish and maintain requirements-to-evidence traceability and an assurance deliverables register, identifying gaps, dependencies and evidence maturity.
- Support safety and assurance reviews, including hazard identification, risk assessment, safety requirements management, human factors, cybersecurity and operational readiness activities.
- Advise on the assurance implications of ETCS baseline changes, 5G/FRMCS radio integration, train-type variants, software releases, first-in-class modifications and fleet rollout strategies.
- Coordinate interfaces with independent assessors, certifiers, regulators, rail transport operators and the client's engineering authorities as directed by the client.
- Review test strategies and evidence from the State Lab, train testing, commissioning, regression testing and operational proving for adequacy and traceability.
- Assess non-conformances, deviations, waivers, concessions and residual risks and advise on conditions, limitations and evidence required for acceptance.
- Prepare assurance status reports and decision-ready recommendations for design acceptance, test readiness, entry into service and staged fleet deployment.
- Support handover of the final assurance case, certification records, technical files and residual obligations into operations and asset management.
Job Requirements
- 10+ years demonstrated experience in rollingstock or rail systems assurance, certification, safety assurance or engineering acceptance on complex safety-critical projects.
- Demonstrated experience establishing and delivering assurance and certification pathways for rollingstock modifications involving signalling, train control, communications or software-intensive systems.
- Strong knowledge of rail safety management, systems assurance, requirements management, configuration management, verification and validation, hazard management and evidence-based acceptance.
- Experience working with rail transport operators, suppliers, independent assessors, certifiers, engineering authorities and regulators.
- Ability to assess complex technical submissions and identify evidence gaps, unclear obligations, unmanaged assumptions and residual risk.
- Relevant engineering, safety assurance or systems engineering tertiary qualification. Relevant professional registration or certification is highly desirable.
- Knowledge of ETCS, onboard signalling, railway radio systems, FRMCS, GSM-R and software baseline change is highly desirable.
