About the role:

Infrastructure Solutions is seeking an experienced Senior Procurement/ Contract Practitioner to deliver complex and strategic procurements and undertake contract management activities. The ability to understand our customer needs and deliver value for money outcomes concurrently are critical elements of success in this role. Strong communication skills and the ability to manage stakeholders (both internal and external) is required.

The procurement and contract management function of Infrastructure Solutions spans more than 100 contractual arrangements, across uniform, equipment, fleet, logistics, operational services and infrastructure (both existing and current builds). The role has significant breadth with the position involved in:

- Researching business requirements, defining the most effective market approach strategy, preparing tender documents, evaluation of tender submissions, contractual negotiations, proposing recommendations to stakeholders, applying governance and ensuring policy and legislative compliance.

- Execution of contractual variations including the consideration of business needs versus contractual terms and conditions and addressing disparities and reducing risk to Victoria Police in existing contractual arrangements.

Your duties will include:

- Undertaking end-to-end procurement activities of varying complexities.
- Applying all applicable government legislative requirements, policies and guidelines including those of the Victorian Government Purchasing Board (VGPB) and Victoria Police practices to all procurement activities.
- Working with the Procurement team to provide procurement/contract management advice to internal and external stakeholders, prospective tenderers, and staff as and when required.
- Ensuring project timelines are met and value for money is achieved wherever possible.
- Contributing to the preparation of contractual documentation for new contracts and variations to existing contracts.
- Proactively liaising with suppliers and service providers to monitor contract compliance and ensuring deliverables are in line with service level agreements.
- Developing and maintaining positive working relationships with external suppliers and key internal stakeholders within Victoria Police.
- Undertaking a broad range of administrative duties as required.
- At times you may be required to travel to meet external stakeholders.

About You:

The successful candidate will ideally have the following skills and experience:

- A detailed understanding of procurement concepts and processes,



value for money principles and supplier engagements preferably in a Government environment.
- Excellent communication skills including the ability to write succinct reports, memorandums and tailor communications based on the audience.
- Ability to work successfully in a team environment.
- Demonstrated experience in the provision of contract administrative support services.
- A passion for driving ‘value' for money outcomes and delivering contractor performance coupled with a strong commitment to our customers.
- Strong analytical skills and a keen eye for detail.
- Ability to analyse and model financial outcomes of different scenarios and contractual terms to ensure the financial arrangements required are achieved.
- Well-developed communication skills, computer skills (including MS Office Suite) and highly developed interpersonal skills with a demonstrated ability to effectively liaise with staff at all levels including senior members of the organisation and external agencies.
- High regard for probity, policy and due process.
