About Pacific Labour MobilityProgram

The Pacific Australia Labour Mobility(PALM) scheme is a signature initiative for the Australian Government thatenables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to workin priority sectors in Australia. The Pacific Labour Mobility Support Program’s(PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT)and governments in 9 PICs and Timor-Leste with support to enable workers toaccess PALM scheme in inclusive ways that maximise the benefits for the workersand national economies while minimising risks from labour mobilityparticipation. Palladium is contracted to deliver PLMSP on behalf ofDFAT.

About the Role

The Country Liaison Officers (CLOs) & DelegationsCoordinator – Learning and Development plays a key role in supporting theeffective delivery of CLOs and partner-government activities under the PacificLabour Mobility Support Program (PLMSP). The role coordinates allocated countryportfolios and provides end-to-end operational support to CLOs and delegations,strengthening engagement and collaboration between PALM scheme employers,workers, Labour Sending Units (LSUs) and key stakeholders across Australia andthe Pacific. Working closely with a diverse range of stakeholders, the rolehelps ensure activities are well planned, safe, efficient, compliant andaligned with program objectives while supporting capability development andcontinuous improvement across the CLOs network.

Primary Responsibilities

- Act as a primary operational contact for allocated partner-countryportfolios, supporting day-to-day coordination with CLOs, LSUs andrelevant PLMSP teams.
- Coordinate the implementation of country-level activities andinitiatives arising from CLOs, LSU, delegation and program engagementactivities.
- Identify emerging operational issues, risks and priorities, andwork proactively with stakeholders to support effective outcomes.
- Provide travel and logistics coordination for CLOs and delegations,ensuring activities are safe, efficient and aligned with programrequirements.
- Support the implementation of CLOs induction, onboarding andongoing learning and development activities.
- Contribute to the development and continuous improvement of CLOspractice guidance,



resources, records and systems that enhancecapability, consistency and service delivery across the program.
- Support capability-building and continuous improvement initiativesthat strengthen CLOs effectiveness, consistency of practice and servicedelivery.
- Develop and maintain effective working relationships with CLOs,LSUs, DFAT, DEWR, Approved Employers, service providers, community andindustry representatives, and PLMSP colleagues.
- Use systems, data, AI and technology to improve workflows, enhancereporting and support more efficient ways of working.
- Demonstrated ability to communicate effectively and appropriately in a culturally diverse environment.
- High level of professionalism, diplomatic sensitivity and demonstrated experience working under pressure to meet deadlines.
- Solid attention to detail, with a demonstrated ability to follow processes and procedures.
- Demonstrated experience in event planning and management, including procurement, travel and logistics planning.
- Basic finance/accounting experience e.g. reconciling travel allowances.
- Highly developed communication skills, both written and verbal.
- Strong understanding and experience in arranging travel/events in rural or regional areas of Australia.
- Driver’s licence and flexibility to undertake frequent travel, including after hours and weekends and including interstate and international where necessary.
