About the Project

CA31 – Battlespace Command System (BCS) is a critical enabler of the Land Combat System (LCS), connecting sensors, decision-makers and effectors in the Land Force by providing sustainment support.

The CA31 fleet encompasses deployable data and voice communication systems used by all three Australian Defence Force Services for battlespace command and control.

BCS capabilities include:

- Battlefield Telecommunications Network (BTN): The deployable wide area network that establishes the backbone of the operational-level communications system.
- Tactical Communications Network (TCN): HF/VHF, VHF/UHF and UHF radios and ancillaries supporting the digitised battlefield.
- Retransmission / Ancillaries / Intercoms / Legacy Systems (RAILS): Voice and data communications optimised for mounted and dismounted operations, primarily through tactical radio and range-extension systems.

About the Role

The Systems Engineer is accountable to the CA31 Systems Engineering Manager, reporting to the CA31-RAILS Engineering Manager within LCSS SPO for engineering activities relating to voice and data communication systems optimised for mounted and dismounted operations, primarily through tactical radio and range-extension systems.

The role includes stakeholder engagement and the development, review and update of Safety Case Reports (SCRs), Technical Risk Assessments (TRAs) and Hazard Logs (HLs) to achieve compliance with LMSM Second Edition, Regulation 17.

Key Responsibilities





- Perform critical and complex engineering activities and provide systems engineering advice under limited direction.
- Exercise assigned engineering authorities and Technical Regulatory Authority delegations.
- Research, apply and contribute to technical engineering reports, briefs, presentations and documentation.
- Apply technical engineering knowledge and experience to identify issues and implement corrective actions.
- Build and sustain positive relationships with team members and actively participate in teamwork and group activities.
- Communicate effectively with internal and external stakeholders through reports, correspondence, calculations, discussions and presentations.
- Assess technical and design packages, including scoping, planning and review, and provide recommendations.
- Analyse whether delivered materiel meets requirements and applicable legislative, policy and regulatory frameworks.
- Ensure safety aspects of Defence materiel systems are incorporated into systems engineering activities and tasks.

Experience & Skills Sought

- Good knowledge of network/communication engineering architecture.
- Defence Safety Engineering experience, including LMSM compliance, Hazard Identification, Risk Assessment and Safety Case development.
- Experience supporting electronic systems and OEM software solutions.
- Knowledge of electronics, networking technologies and vendor-specific software platforms.
- Understanding and experience of the Capability Life Cycle (CLC).




- Clear understanding of Configuration Management.
- Experience developing and managing Hazard Logs and Safety Case Reports.
- Experience preparing, reviewing and presenting engineering documentation for governance and approval.
- ASDEFCON deliverables experience.
- Experience managing multiple stakeholders across Defence, Industry and Capability Management organisations.
- Experience reporting to senior stakeholders at Director level and above.

Highly Desirable

- At least three years' experience delivering engineering outcomes in a Defence environment.
- Previous ADF tactical communications and/or COMSEC experience.
- Experience developing and managing Engineering Changes.
- Experience interpreting wiring diagrams, technical drawings and communications system interfaces.
- Experience or familiarity with Defence cyber accreditation frameworks and ATO requirements.
- Experience using ERP systems.
- Chartered Professional Engineer with Engineers Australia and on the National Engineering Register.

Mandatory Requirements

The successful candidate must:

- Obtain registration as a Professional Engineer in Electrical Engineering in accordance with the Skilled Engineers Registration Act 2019 – Registered Professional Engineer Victoria (RPEV) – before commencement.
- Be assessed as Technically Proficient Level 4 by the LCSS SPO Principal Engineer when applying for the Technical Authority associated with the position.
- For TP Level 4, hold an accredited or recognised four-year engineering degree and have completed a minimum of three years' engineering work experience after completing the degree, for example RF Communications.
- Hold a minimum NV1 security clearance.
- Be able to work onsite for a minimum of three days per week.
