Primary objective To leverage expertise in environmental science, impact assessment and regulation to effectively and efficiently administer environmental legislation such as the Petroleum (Environment) Regulations 2016, Environment Protection Act 2019, Waste Management and Pollution Control

Act 1998, Water Act 1992, and the Environment Protection (Beverage Containers and Plastic Bags) Act 2011.

Context statement The Environmental Regulation Division is responsible for striking a balance between protecting the Territory’s environment and enabling development.



The Division ensures compliance with the Territory’s environmental laws by applying best practice regulatory principles across the regulatory spectrum, from assessment through to compliance and enforcement. We commit to being proportionate,

The Petroleum Regulation Unit is responsible for administering the Petroleum (Environment) Regulations 2016 (the Regulations) including undertaking risk-based assessment of potential environmental impacts of onshore petroleum activities to inform decisions of Environment

Management Plans (EMPs) and overseeing environmental monitoring and compliance of onshore petroleum activities, including inspecting,

auditing and enforcement functions.

Key duties and responsibilities

1. Administer environmental legislation by providing clear advice and guidance to the regulated community, and by developing, applying

and improving policies, procedures and guidance material in line with the Division’s business plan and PACTT principles: proportionate, accountable, consistent, targeted and transparent.
1. Assess, determine and prepare regulatory instruments, including environmental assessments, licences, approvals and management

plans, ensuring decisions and advice are evidence based, timely and consistent with legislation, policy and approved processes, and providing coordinated regulatory advice, briefs and reports to internal and external stakeholders within agreed timeframes.

Monitor and support compliance through inspections, audits, reviews and incident response, and undertake or support enforcement

action in accordance with the Compliance and Enforcement Policy.
1. Contribute to continuous improvement by feeding regulatory experience into QA/QC processes, regulatory practice improvements,

and legislative, policy and guidance reform.

Selection criteria

Essential

1. Tertiary qualification in environmental science, natural resource management, environmental law or equivalent discipline from a

recognised academic institution.
- Proven experience in the environmental management and/or regulation of one or more of the following: onshore petroleum, mining,

natural resource management, hydrocarbon processing, waste, pollution, water discharges or contaminated land.
- Ability to interpret and apply legislation with knowledge and understanding of the principles of environmental regulation including environmental assessment, environmental auditing, compliance and enforcement, regulatory investigations and the development of regulatory guidance.

1. Demonstrated oral and written communication skills to effectively communicate and negotiate with others including providing advice

to key stakeholders about environmental matters.
1. Ability to analyse, interpret and synthesise complex information into documentation for a range of audiences.
2. Demonstrated problem solving skills, attention to detail, including the use of initiative and the ability to work collaboratively.
3. Capacity to work outside of normal work hours, including regional and remote travel.

Desirable

1. Certificate IV in Government Investigations or similar.
2. Holder of a driver’s licence.
