We are currently seeking applications for a Change Analyst to join the Finance Reform Program (FRP) with Department of Treasury & Finance (DTF). The project is underway and will run through until late 2027.

The Government’s primary financial management system Masterpiece, used by most SA Government agencies excluding SA Health, is over 30 years old and nearing the end of its service life. The Finance Reform Program is leading a major initiative to replace it with Oracle Fusion and implement best practice processes. This transformation will significantly change how finance functions are performed across agencies and affect a wide range of stakeholders, including finance, ICT, and operations teams.
Why This Role Matters
The Change Analyst plays a key role in helping agencies successfully transition to a recent Financial Management System that will modernise finance operations across government. Through change impact assessments, stakeholder engagement, communication and training activities, you will help build readiness, confidence and adoption, ensuring people feel supported through change and prepared for new ways of working.
What you will do:
- Support change activities that enable successful transition to the new Financial Management System.
- Assess and document business impacts across agencies and stakeholder groups.
- Deliver communication, engagement and training initiatives that build readiness and adoption.
- Facilitate workshops and partner with stakeholders to identify effective change solutions.
- Provide practical change advice that supports decision-making and program outcomes.
- Evaluate change outcomes and drive continuous improvement across deployment activities.
Remuneration
ASO6 ($105,747 - $111,854 p.a) + 12% Superannuation

- Experience applying change management methodologies in complex environments.
- Strong analytical skills with the ability to assess impacts and recommend solutions.
- Excellent communication skills and confidence engaging diverse stakeholders.
- Experience facilitating workshops, consultations and change activities.
- The ability to manage competing priorities and deliver high-quality outcomes.
- A collaborative, proactive approach focused on achieving positive change outcomes.
