Who are we?

The Aboriginal Health Council of South Australia Limited (AHCSA) is the peak body representing Aboriginal community-controlled health in South Australia at state and national levels.

Our primary role is to be the ‘health voice’ for all Aboriginal people in South Australia. We achieve this by advocating for the community and supporting workers through our Member Services with appropriate Aboriginal health programs based on a holistic perspective of health.

About the role

2 year fixed term | 1.0 FTE

Manager, RTO Operations

The Manager, RTO Operations provides strategic leadership and oversight of AHCSA’s RTO governance, compliance, quality assurance, administration, business systems and operational performance. The role ensures the RTO maintains regulatory integrity, audit readiness, data accuracy, funding compliance and operational efficiency, enabling high‑quality, culturally protected education delivery and learner support. All operational functions are delivered in ways that are respectful of Aboriginal community values and aligned with the principles of Aboriginal Community‑Controlled Health.

The position leads the RTO’s operational functions, including regulatory compliance, accreditation, quality assurance, risk management, funding administration, reporting, data governance, business systems, operational planning and continuous improvement. It ensures operational practices uphold AHCSA’s commitment to Aboriginal self‑determination, cultural safety, community engagement and workforce development, while meeting all legislative and regulatory requirements.

Operating with a high level of autonomy, the role leads a multidisciplinary operations team and works in close partnership with the Manager,



Clinical Education & Student Experience to ensure educational delivery is supported by robust governance, reliable systems and high‑quality operational processes.

The position contributes to strategic planning, organisational performance and continuous improvement by providing accurate reporting, business intelligence and operational advice that supports informed decision‑making across the RTO.

Key Responsibilities

- Lead day-to-day RTO operations, business planning and service delivery.

- Ensure compliance with RTO Standards, funding agreements and regulatory requirements.

- Oversee audits, quality assurance, risk management and continuous improvement initiatives.

- Manage student administration, enrolments, records management and learner support processes.

- Lead AVETMISS reporting, funding compliance, organisational reporting and performance monitoring.

- Drive improvements across business systems, student management platforms and digital processes.

- Develop and maintain operational policies, procedures and governance frameworks.

- Provide strategic advice, operational leadership and people management to support organisational goals.

- Foster a culturally safe, inclusive and high-performing workplace that supports Aboriginal leadership and community outcomes.

Essential Experience

- Extensive RTO or regulated industry operations management experience.

- Strong understanding of Aboriginal Community-Controlled Health principles and culturally safe practice.

- Proven experience in compliance, governance, quality assurance and regulatory requirements.





- Experience managing student administration, business systems and organisational reporting.

- Demonstrated success leading business improvement, transformation and data-driven operations.

- Relevant tertiary qualification with strong knowledge of the VET sector; TAE qualification advantageous.

Desirable Experience

- Experience within the Aboriginal Community Controlled Health sector and the vocational education and training (VET) environment.

- Experience with student management systems, AVETMISS reporting, government-funded training programs, ASQA audits and regulatory reviews.

- Qualifications in Business, Leadership, Governance, Project Management, Quality Management or Data Analytics, with experience driving digital and process improvement initiatives.

Special Conditions

- Current National Police Certificate.

- Current Driver's Licence.

- Ability to travel throughout South Australia, including overnight travel.

- Out-of-hours work may occasionally be required.
