Treasury's Law Division is looking to fill an EL2 vacancy for a Legislative Drafter to operate under broad direction and exercise a high degree of independence, judgement and initiative in leading Treasury’s in-house legislative drafting function.
The role is accountable for the delivery and quality of complex legislative drafting work, management of drafting priorities and resources, provision of strategic and authoritative drafting advice, and development of Treasury’s legislative drafting capability.
The EL2 Legislative Drafter will:
- Lead the drafting and development of complex, sensitive or high-priority legislative instruments and other legislative products.
- Provide strategic and authoritative drafting advice on complex legislative projects, including advice on drafting approaches, options, risks and implications.
- Undertake and oversee complex legislative research and analysis to inform drafting approaches and support the delivery of legislative projects.
- Exercise a high degree of judgement and initiative in identifying and resolving complex or sensitive legislative drafting and delivery issues.
- Work closely with legislation designers, policy teams, portfolio agencies and other stakeholders to develop legislative solutions and implement Government priorities through subordinate legislation.
- Provide senior technical oversight and lead quality assurance for legislative instruments, including establishing and maintaining high drafting and editorial standards.
- Oversee the delivery of Treasury's in-house subordinate legislation program, establish and manage drafting priorities, and allocate drafting resources to support Government and Treasury priorities.
- Oversee significant and complex legislative drafting projects, manage risks and competing priorities,
and ensure the timely delivery of high-quality legislative products.
- Manage, mentor and develop drafting staff and support high performance, professional development and effective knowledge sharing.
- Lead the development and continuous improvement of Treasury’s legislative drafting capability, practices, systems and knowledge.
- Provide leadership across the team and contribute to the strategic direction and effective delivery of Treasury’s legislative program.
Capabilities required:
- Substantial experience leading complex legislative drafting projects and delivering high-quality legislative products.
- Highly developed drafting skills and the ability to provide explicit, practical and well-reasoned advice on complex drafting issues.
- The ability to manage competing priorities and oversee a large subordinate legislation program.
- Demonstrated leadership capability, including the ability to manage, mentor, coach and develop staff.
- Ability to set clear expectations and contribute to a high-performing and collaborative team.
- Proven ability to build trusted relationships, influence senior stakeholders and provide strategic advice and navigate competing views to achieve effective outcomes.
- Demonstrated expertise in legislative drafting, legislative instruments or related work.
Desirable skills and experience:
- Tertiary qualifications in law or a related discipline, or equivalent experience.
- Extensive experience drafting legislation, legislative instruments or other legal documents.
- Experience working with complex legislative instruments.
- Experience providing drafting advice and leading the delivery of complex legislative projects will be highly regarded.
