Summary

Palm Island Aboriginal Shire Council is looking for a practical, people-focused Community Recovery and Resilience Officer (CRRO) to help strengthen Palm Island before, during and after disaster events. This fixed-term, grant-funded role has been established under the Disaster Recovery Funding Arrangements (DRFA) Community Health and Wellbeing Package in response to the North and Far North Queensland Tropical Low event from 29 January to 28 February 2025.

At its heart, this role is about turning funded recovery and resilience activities into real support that makes sense for Palm Island. You will work alongside community members, families, Elders, Traditional Owners, local organisations, service providers and government agencies to understand what is needed, coordinate practical activities and build stronger pathways for future preparedness.

This is a meaningful opportunity for someone who can build trust, bring people together and balance community-facing work with the reporting, monitoring and compliance requirements that come with grant-funded program delivery.

About the Role

The CRRO will coordinate recovery, preparedness and resilience initiatives across Palm Island, supporting individuals, families and community groups affected by disaster while also helping the community plan and prepare for future events.

Day to day, you will listen to local priorities, support culturally safe engagement, coordinate approved activities, connect people with services and help shape Recovery and Resilience Action Plans that reflect community strengths as well as community needs.

You will also play an important coordination role behind the scenes by keeping accurate records, tracking progress,



preparing milestone reports and supporting Council to meet the funding agreement, evaluation, acquittal and governance requirements attached to the CRRO Initiative.

It is a role for someone who is organised, culturally respectful and comfortable moving between community conversations, service coordination, project delivery and grant reporting — and who wants their work to leave something useful behind.

Key Responsibilities

Coordinate recovery, preparedness and resilience initiatives across Palm Island in line with the CRRO Initiative and funding requirements.

Engage with individuals, families, Elders, Traditional Owners, community groups and local organisations to understand local needs, strengths and priorities.

Facilitate culturally safe activities that support wellbeing, healing, social recovery, preparedness and community resilience.

Promote available programs, services and support pathways so community members know where to go when assistance is needed.

Develop, implement and monitor Recovery and Resilience Action Plans that align with community priorities and approved deliverables.

Coordinate approved activities, milestones and outcomes, and identify emerging issues or opportunities for Council consideration.

Build positive working relationships with community, government agencies, service providers, recovery partners and funding stakeholders.

Prepare reports, maintain accurate records, collect program data and contribute to monitoring, evaluation and continuous improvement.

Support grant compliance, expenditure tracking, financial acquittals and project closure documentation.

You will be confident working respectfully with Aboriginal and Torres Strait Islander communities and stakeholders, comfortable coordinating projects and able to turn conversations, plans and funding requirements into practical community outcomes.

Relevant qualification in community development, human services, social sciences, disaster recovery, emergency management or a related field, or equivalent demonstrated experience.

Demonstrated experience engaging effectively with Aboriginal and Torres Strait Islander communities and stakeholders in a culturally appropriate manner.

Experience delivering community-based programs, projects or initiatives that achieve positive wellbeing, recovery, preparedness or resilience outcomes.

Ability to build productive relationships with community members, government agencies, service providers and other stakeholders.

Robust communication, consultation and interpersonal skills, including the ability to support engagement and community participation activities.

Ability to coordinate projects, manage competing priorities and achieve agreed outcomes within required timeframes.

Experience maintaining accurate records, collecting information and preparing reports or correspondence to a high standard.

Sound computer skills, including proficiency in Microsoft Office applications.

Current Queensland C Class Driver Licence.

Knowledge of disaster recovery, preparedness and community resilience principles and practices.

Experience administering grant-funded programs and meeting reporting or compliance requirements.

Understanding of the Disaster Recovery Funding Arrangements (DRFA) or similar government funding frameworks.

Experience working in remote or discrete Aboriginal and Torres Strait Islander communities.
