The purpose of this role is to support the Manager, Cost Control with project and program cost analysis and support the cost control function.

About the Victorian School Building Authority

The Victorian School Building Authority (VSBA) upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.

About the Division

The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. They guide VSBA to achieve strategic objectives and ensure decision-making is transparent and accountable. The division also coordinates communication and consultation with local communities about their school building projects.

About the Role

The purpose of this role is to support the Manager, Cost Control with project and program cost analysis and support the cost control function to enable the VSBA to:

- Lead on the month end process to assist managers make sound decisions.
- Analyse data to articulate trends, provide rationale for variances and provide recommendations for embedding insights from analysis to drive action
- Drive continuous improvement to lift the quality of project financial processes and outputs in line with best practice
- Conduct quality review of reports generated
- Provide insights regarding performance of project management reporting and data quality
- Undertake analysis of project cash flows to assess accuracy across the project lifecycle

Key Accountabilities

Expert Advice and Support

- Provide authoritative advice to executives, and program team managers on infrastructure matters
- Prepare quality reports, briefings and correspondence which provide advice to the Minister and/or program managers

Infrastructure Policy and Process

- Develop policies and procedures related to project cost models
- Formulate and implement policies,



guidelines and procedures relating to the efficient and effective management of project costings

Project Management and Support

- Contribute to the successful and effective management and delivery of major infrastructure projects in Victorian schools
- Support and coordinate the overall planning, risk management and budgeting issues relating to infrastructure projects

Stakeholder Management and Communications

- Build and maintain effective relationships with internal and external stakeholders
- Liaise effectively with a range of internal and external stakeholders including Ministerial staff, agencies, local government authorities, regional offices and schools on infrastructure matters

Specialist Expertise for Finance





Sound understanding of the accounting principles and standards as applied in the government sector. Ability to analyse detailed financial information into explicit advice for management to drive outcomes. Knowledge of quantity surveying, engineering, architecture and/or construction theory and practice.

Conceptual and Analytical Ability

Uses analytical and conceptual skills to reason through problems. Also has creative ideas and can project how these can link to innovations.
