: $154,231 - $178,369 base + superannuation and leave loading

Location
: McKell, Sydney based, office 2 days a week. This may be subject to change inline with DCS workplace policies.
Shape the investment story behind critical initiatives.
Can you take complex strategic, technical, financial and operational information and turn it into a clear, compelling case for investment? NSW Telco Authority is looking for an experienced Principal Strategy Lead to help shape complex business cases, funding proposals and strategic initiatives.
At the heart of this role is investment narrative, evidence and decision support. You will work with subject matter experts, project teams, finance specialists and senior leaders to bring together diverse inputs, test the strength of the evidence and develop a clear and persuasive investment story.
You will help decision makers understand the problem we are solving, why investment is needed, the outcomes it will deliver and why the recommended approach represents a sound way forward.
This is a hands-on role for someone who is an exceptional business case writer and strategic thinker, comfortable working through complexity and ambiguity to produce clear, evidence-based advice for senior decision makers.

This role sits within the Strategic Planning & Governance team in the DCS Telco Strategy, Commercial & Risk division of the NSW Telco Authority.
In this role you will:
Lead the development of investment narratives
for complex business cases, funding proposals and strategic initiatives, creating a clear and compelling case for change and investment.
Bring complex evidence together
by synthesising strategic, operational, technical, financial, commercial, benefits, risk and delivery inputs into a coherent narrative for decision makers.
Work closely with subject matter experts
to understand specialist information, identify gaps and translate complex material into clear advice for senior executives and stakeholders.
Shape the case for investment
, ensuring the problem, strategic alignment,
options, benefits, costs, risks, delivery considerations and recommended approach tell a consistent and evidence-based story.
Apply strategic judgement and critical thinking
to challenge assumptions, identify gaps or inconsistencies and strengthen the evidence underpinning investment proposals.
Develop high-quality written advice
including business cases, funding proposals, executive briefings and presentations to support informed decision making.
Lead engagement on the narrative
, working across project teams and specialist areas to resolve competing perspectives and maintain a consistent investment proposition.
Provide expert strategic advice
to project teams and senior leaders on business cases, investment narratives and the communication of complex proposals.
Manage competing priorities and review cycles
, taking ownership of the quality, consistency and timely delivery of business case content.
To be successful in this role you will:
Hold Essential Security Clearance:
You will be able to obtain and retain minimum Baseline Security clearance within six months to work with sensitive government and critical communications information.
Bring extensive business case experience
, leading the development and writing of complex business cases, investment proposals and funding submissions.
Be an exceptional writer
, translating complex and fragmented information into clear, concise and persuasive investment narratives.
Think strategically and analytically
, critically assessing information, identifying gaps and developing evidence-based recommendations.
Be a strong synthesiser
, bringing diverse specialist inputs together into a coherent and compelling investment story.
Communicate effectively with executives
, clearly presenting complex issues, trade offs and recommendations to support decision making.
Influence and collaborate with stakeholders
, working confidently with subject matter experts, project teams, finance specialists and senior leaders.
Bring experience in complex environments
, ideally across government, telecommunications, infrastructure or major investment programs.
Experience developing executive‐level pitch packs, options analysis and investment narratives for major programs or initiatives
, including exposure to assurance processes, gateway reviews, Treasury submissions or other government investment decision‐making forums, will be highly regarded.
