About the role
We are seeking an experienced Bid Manager to lead strategic tender submissions across Mainswest and the broader Osmose Australia business. This role will play a critical part in securing recent work, supporting business growth, and driving successful outcomes across infrastructure, utilities, energy, and telecommunications sectors.
Responsible for managing the end-to-end tender and bid process, you will develop high quality, compliant, and compelling submissions that clearly demonstrate technical capability, delivery approach, commercial understanding, and risk management. Working closely with operational and technical teams, you will identify opportunities, develop winning bid strategies, and support expansion into new markets, clients, and delivery models.
Key responsibilities
Manage and lead the full tender and bid process from opportunity identification and bid/no-bid review through to final submission.
Lead the preparation and submission of EOIs, RFQs, RFTs and other procurement documentation across Mainswest and the broader Osmose Australia business.
Review tender documentation to understand client requirements, evaluation criteria, key project risks, commercial conditions and likely bid differentiators.
Develop project-specific bid strategies,
win themes and submission plans that clearly articulate the organisation's value proposition and maximise the likelihood of successful outcomes.
Work collaboratively with operational and technical teams to develop credible construction methodologies, delivery strategies, preliminary programmes, resourcing models, mobilisation plans and project execution approaches.
Apply previous infrastructure and utility sector experience to identify client expectations, delivery risks and capability requirements, particularly for opportunities involving new markets or delivery models.
Identify capability or experience gaps early in the tender process and work with operational and senior management teams to develop appropriate strategies to address these within the submission.
Coordinate internal and external stakeholders to obtain the technical, commercial, project, programme, HSEQ and supporting information required for each submission.
Ensure all submissions are compliant with client requirements, procurement conditions and organisational standards.
Manage multiple bids simultaneously while maintaining submission quality and meeting strict client deadlines.
Apply estimating and commmercial expertise to review tender pricing, assess project risks and opportunities, validate assumptions, and support strategic bid and pricing decisions.
About you
Minimum five years' experience in bid, tender or proposal management within infrastructure, utilities, civil construction, energy or a comparable contracting environment.
Tertiary qualification in Engineering,
Construction Management, Business, Project Management or a related discipline (desirable).
Demonstrated estimating experience within infrastructure, utilities, civil construction, energy, or a related contracting environment, with the ability to contribute commercially to tender pricing and bid strategy decisions.
Demonstrated experience managing complex EOIs, RFQs and RFTs from initial opportunity review through to final submission.
Proven ability to develop compelling technical and non-price tender submissions, including construction methodologies, delivery strategies, programmes, resourcing approaches and project execution plans.
Strong understanding of how major infrastructure clients assess contractor capability, delivery risk and value.
Experience reviewing contracts, tender conditions, scopes of work and commercial requirements.
Demonstrated ability to work collaboratively with operational and technical personnel and translate their knowledge into clear, persuasive and technically credible tender responses.
Experience coordinating multiple stakeholders and concurrent submissions within strict procurement deadlines.
Strong analytical and problem-solving skills with ability to understand complex technical information and communicate it clearly and persuasively.
Strong organisational and time-management skills with the ability to manage competing priorities and strict deadlines.
