The Aged Care Quality and Safety Commission is the national regulator of Australian Government-funded aged care services.

About the Team
The Finance and Property Branch is part of the Commission's Corporate Division and provides enterprise-wide leadership and oversight of financial management, procurement, and property functions.
The Branch supports the Commission's operational and strategic objectives through the delivery of robust governance, effective resource management, and high-quality corporate services.
The Financial Governance and Improvements (FGI) Team is a key function within the Finance and Property Branch, responsible for strengthening the Commission's financial stewardship framework.
The team drives continuous improvement in financial governance, systems, policies, controls and assurance processes to support accountable, transparent and effective financial management across the Commission.
About the Role
The Director leads the Financial Governance and Improvements team to strengthen financial capability across the Commission, drive improvements to financial systems and processes, and provide assurance that financial information, controls and reporting are accurate, reliable and compliant with legislative and whole-of-government requirements.
The role is responsible for developing and maintaining the Commission's financial governance frameworks, policies, controls, assurance activities and continuous improvement initiatives.
Working closely with the Chief Finance Officer, the Director provides strategic leadership and expert advice on financial governance, risk, compliance and emerging regulatory requirements to support informed decision-making and organisational accountability.
Position Duties
Lead the Commission's financial governance framework, ensuring policies, controls, delegations and governance arrangements support effective stewardship of public resources and align with Commonwealth legislative and policy requirements.
Lead the management of the Commission's Comcover and Compensation for Detriment caused by Defective Administration (CDDA Scheme) functions,



ensuring effective governance, timely claims management, compliance with Commonwealth requirements, and the provision of advice that supports organisational risk management and informed decision-making.
Provide strategic advice to the Chief Financial Officer, Executive and governance committees on financial governance, compliance, assurance, risk and emerging whole-of-government policy changes that may impact the Commission.
Oversee the Commission's compliance obligations under the Public Governance, Performance and Accountability Act **** (PGPA Act), Australian Accounting Standards and relevant Commonwealth financial management resource frameworks.
Lead financial assurance activities, including finance and property governance reviews, control monitoring, audit liaison and remediation programs, to provide confidence in the integrity, accuracy and reliability of financial systems and reporting.
Drive continuous improvement initiatives across financial systems, processes, policies and controls to enhance efficiency, compliance, user experience and governance outcomes.
Identify, monitor and manage financial governance risks, ensuring emerging issues are appropriately assessed, mitigated and escalated to support sound decision-making and organisational accountability.
Build and maintain effective relationships with internal and external stakeholders, promoting consistent application of financial governance requirements and fostering a strong culture of accountability and compliance across the Commission.
Develop organisational capability in financial governance, delivering guidance, education and support to strengthen financial literacy, governance awareness and control effectiveness across the Commission.
Lead and develop a high-performing team, setting strategic direction, managing resources and performance, and fostering a culture of collaboration, innovation and continuous improvement.
Position Eligibility Requirements (Selection Criteria)
Demonstrated experience leading financial governance, compliance, assurance or financial management functions within a complex public sector environment.
Solid knowledge of the PGPA Act, Australian Accounting Standards, Commonwealth financial management frameworks and public sector governance requirements.
Exceptional strategic thinking, analytical and problem-solving skills, with the ability to translate complex technical issues into practical business solutions.




Proven ability to provide trusted advice and influence senior executives and stakeholders on complex governance and financial matters.
Highly developed communication, negotiation and stakeholder engagement skills.
Demonstrated experience leading organisational change and continuous improvement initiatives.
Strong leadership capability, including building organisational capability and developing high-performing teams.
Sound judgement, resilience and the ability to manage competing priorities in a dynamic environment.
Ability to obtain and maintain a Baseline Security Clearance.
Position Notes
Salary offered will be between $146,298 - $173,208 per annum depending on skills and experience.
In addition, 15.4% superannuation will be paid.
