In August ****, we started on a new chapter when the Victorian State Government partnered with Aware Super, Australian Retirement Trust, and Macquarie Asset Management to operate registration and licensing services on its behalf.
We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data.
The Victorian State Government retains sole responsibility for road access, infrastructure and safety.
Annual Salary Range:Commensurate with Experience

We are seeking a talented and driven individual to join our Enterprise Project Management Office (EPMO).
In this role, you will play a key part in supporting the successful delivery of enterprise-wide initiatives by partnering with business and technology stakeholders to provide project governance, portfolio oversight, delivery assurance, and strategic planning support.
You will work alongside a team of experienced professionals dedicated to enabling successful project outcomes and organisational transformation.
As part of the EPMO, you will join a collaborative and high-performing team that is passionate about delivering value through effective project and portfolio management.
Together, we help shape organisational priorities, drive delivery excellence, and ensure strategic initiatives are executed in a way that delivers lasting benefits for our customers, employees, and the broader organisation.
About the Opportunity
The Senior Business Analyst role provides critical insights into current operations and enables the delivery of strategic initiatives.
As a trusted advisor and problem-solver, the Business Analyst works across business and technical teams to analyse processes, identify improvement opportunities, and support the design of effective, value-driven solutions.
Through strong stakeholder collaboration and business context expertise, the role drives operational efficiency, reduces risk, and fosters continuous improvement.
Business Analysis:
Lead the elicitation, analysis, validation, and management of complex business and stakeholder requirements across strategic initiatives and programs of work.
Provide expert advice and evidence-based recommendations to support business decision-making,



solution design, and organisational objectives, while developing high-quality business analysis artefacts that align with organisational standards and governance requirements.
Facilitate stakeholder engagement, workshops, and negotiations to build alignment, resolve competing priorities, and drive successful outcomes.
Lead the assessment of business impacts, risks, dependencies, and solution options to ensure initiatives deliver measurable business value and customer perks.
Support development and testing activities through requirements clarification, acceptance criteria definition, and business user acceptance testing, while acting as the lead Business Analysis representative on large, complex, or high-risk initiatives.
Stakeholder Management and communication:
Collaborate with stakeholders, delivery teams, subject matter experts, and end users to ensure solutions are practical, valuable, and successfully implemented.
Design and facilitate workshops and stakeholder engagement activities to gather information, build alignment, and support informed decision-making, while fostering strong relationships and ensuring stakeholder needs are understood and addressed throughout the delivery lifecycle.
Quality, Timeliness and Governance:
Provide regular updates to key project stakeholders on the progress of activities, ensuring accurate reporting against timelines, project milestones, risks, and dependencies.
Maintain the integrity of project information by ensuring project management systems, records, and reporting tools are accurate, current, and aligned with governance and reporting requirements.
About You
You are an experienced Business Analyst with a proven track record of delivering outcomes within complex project, program, or transformation environments.
You bring strong analytical and stakeholder management skills, with the ability to elicit, document, and manage business requirements while building trusted relationships across business and technical teams.
You are confident influencing and engaging senior stakeholders, facilitating workshops, navigating competing priorities, and translating business needs into practical solutions that deliver measurable value.
You hold a degree in Business, Information Technology, or a related discipline and have at least five years' experience in business analysis across large-scale or strategic initiatives.
You have a strong understanding of project delivery methodologies, including Agile, Waterfall, and hybrid approaches, and are proficient in tools such as Jira, Confluence, Miro, and Microsoft 365.
Professional certifications such as CBAP, PMI-PBA, or IIBA-AAC will be highly regarded,



along with experience using Workday or Power BI.
Experience working within government, regulated, or large enterprise environments will also be viewed favourably.

The joint venture is a 40-year partnership where the Government retains ownership of VicRoads, and continues to control regulation, policy, data, and privacy provisions for VicRoads Registration and Licensing.
The Government sets pricing and collects the revenue for essential registration and licensing fees, whilst also maintaining its roads and safety responsibilities.
