Primary objective The Budget Analyst plays a key role in delivering high-quality financial analysis, advice and support across a range of financial management activities including budget development, financial planning and forecasting, financial reporting, data analysis, financial modelling, reconciliations and stakeholder engagement.

Context statement The Financial Services unit has a shared service arrangement supporting the Department of Children and Families (DCF) and the Department of

People, Sport, and Culture (DPSC) financial operational, governance and compliance obligations,



including emergency welfare responses. The DCF also operates within the Domestic and Family Violence Risk Assessment Management Framework (RAMF).

Key duties and responsibilities

1. Provide high-quality financial analysis, reporting and advice to support informed decision-making, budget management and expenditure

forecasting.
- Develop and maintain financial, costing and pricing models to support budget development, project planning and resource allocation decisions.
- Consult and collaborate with executives, senior managers and program areas to develop budgets, identify financial risks and improve financial capability across the department.
- Analyse financial and operational information to identify trends, risks and opportunities, and provide recommendations to improve financial performance.
- Build and maintain effective relationships with internal stakeholders, central agencies and other Northern Territory Government agencies to support service delivery under a shared services model.
- Provide advice on financial policies, governance requirements and budget management practices to support compliance and continuous improvement.
- Undertake complex costing, forecasting and financial analysis for business units, programs and projects,



and contribute to strategic financial planning activities.

Selection criteria

Essential

1. Demonstrated ability to interpret and analyse complex financial information, budgets, policies and reports to provide sound recommendations

and advice.
- Demonstrated experience developing, evaluating and applying financial, costing, and forecasting models using critical thinking and analytical skills.
- Highly developed written and oral communication skills, including the ability to present financial information in clear terms and influence outcomes with a range of stakeholders.
- Highly developed interpersonal skills and stakeholder management skills, with the ability to build and sustain productive working relationships and achieve team-oriented outcomes, with a focus on client service.
- Demonstrated knowledge and experience in contemporary budgeting and financial management, costing, governance and accounting practices, systems, and processes.

Desirable

1. Relevant tertiary qualifications in accounting, finance, or a related discipline, and/or progress towards a professional accounting qualification.
2. Understanding of contemporary public sector budgeting, financial management frameworks and government reporting requirements.

Further information The successful applicant will be required to hold a valid Working with Children Card (Ochre Card) and may be required to undergo a check of police criminal history and probity. Position may require the ability to work rostered shifts to coincide with emergency management response and other at-risk.
