Position Summary:

The Head of Quality is the senior functional leader accountable for setting and delivering Parratech’s enterprise quality strategy across design, engineering, manufacturing, supply chain, project delivery, installation and handover. The role provides independent quality leadership and assurance to the Executive Leadership Team, ensuring Parratech’s products, systems and project outcomes meet customer, contractual, engineering, regulatory and ISO 9001 requirements.

Leading the Quality function, the Head of Quality will move the business beyond inspection-based quality toward prevention, disciplined assurance and a strong 'right first time' culture. The role will establish explicit governance, quality metrics and accountabilities; strengthen supplier and subcontractor quality; reduce defects, rework and cost of poor quality; and build capability across operational and project teams.

Key Accountabilities:

Quality Strategy, Governance & Leadership

- Develop and execute the Group Quality Strategy, annual priorities and quality roadmap aligned to Parratech’s business strategy and growth.

- Act as the senior authority and trusted adviser to the ELT on quality risk, performance, compliance and improvement priorities.

- Define quality governance, decision rights, accountabilities, escalation pathways and minimum standards across all Parratech sites and projects.

- Lead, coach and develop the Quality team, creating clear role accountability, succession capability and a high-performance culture.

- Ensure quality considerations are embedded in business planning, project mobilisation, design reviews, procurement, production, installation and handover.

Quality Management System & Assurance

- Own the effectiveness, standardisation and continual improvement of Parratech’s Integrated Business Management System / QMS.

- Maintain readiness for ISO 9001 certification, surveillance and recertification audits and ensure audit findings are closed effectively and on time.

- Establish a risk-based internal audit and assurance program across manufacturing facilities, projects, suppliers and subcontractors.

- Ensure policies, procedures, work instructions, quality records and controlled documents are current, practical, accessible and consistently applied.

- Chair or lead Quality Management Reviews and provide transparent reporting on system effectiveness, risks and corrective actions.

Manufacturing, Project & Product Quality

- Set quality requirements and assurance controls across engineering, procurement, manufacturing, fabrication, construction, installation, commissioning and handover.

- Oversee Project Quality Plans (PQPs), Inspection & Test Plans (ITPs), hold/witness points, inspection regimes, checklists and acceptance criteria.

- Strengthen design-to-manufacture and design-to-install quality controls to identify risk before production or site execution.

- Ensure defects, punch-list items, rework and recurring failures are actively managed, analysed and reduced.

- Partner with Operations and Project leaders to embed quality ownership at source rather than relying solely on final inspection.

Non-Conformance, Root Cause & Continuous Improvement

- Own the Group NCR, corrective action and preventive action framework, including clear severity, escalation, ownership and close-out standards.

- Lead or sponsor robust root cause analysis for significant or recurring quality failures and ensure sustainable corrective actions are implemented.

- Establish lessons-learned processes that convert quality failures and successes into improved standards, training, design and work methods.

- Drive Lean,

problem-solving and continuous improvement disciplines to improve first-pass yield, productivity and customer outcomes.

Supplier & Subcontractor Quality

- Establish supplier and subcontractor quality assurance standards from prequalification through performance review.

- Develop supplier quality scorecards, audit programs and escalation processes for critical or underperforming suppliers.

- Work with Procurement, Engineering and Operations to ensure specifications, inspection requirements and acceptance criteria are clear before supply commences.

- Ensure incoming goods and critical materials are appropriately verified, traceable and compliant.

Customer, Compliance & Stakeholder Management

- Ensure compliance with contractual specifications, engineering requirements, applicable Australian Standards, building codes, regulatory obligations and company standards.

- Act as the senior Quality interface for key clients, builders, certification bodies, auditors and other external stakeholders.

- Support tendering, project mobilisation and client assurance requirements by providing credible quality plans, evidence and governance.

- Protect Parratech’s reputation by ensuring quality issues are communicated early, transparently and with clear recovery actions.

Quality Data, Reporting & Commercial Impact

- Establish a Group quality dashboard with leading and lagging indicators that enable fact-based decisions.

- Track trends including NCRs, defects, rework, first-pass yield, audit findings, supplier performance, customer complaints and corrective-action closure.

- Develop visibility of Cost of Poor Quality (COPQ) and partner with Finance and Operations to quantify and reduce avoidable quality costs.

- Use quality data to identify systemic risks, prioritise investment and demonstrate measurable improvement.

Capability & Quality Culture

- Build quality capability across leaders, supervisors, engineers and frontline teams through coaching, training and practical tools.

- Create clear expectations that quality is owned by everyone, with the Quality function providing governance, assurance, expertise and challenge.

- Recognise and reinforce behaviours that support 'right first time' delivery and proactive risk prevention.

Parratech Values – How We Lead Quality:

- We Have Grit: Stay accountable when quality issues are difficult. Persist through root cause, corrective action and sustainable close-out rather than accepting workarounds.

- We Keep It Real: Use facts, data and transparent conversations. Surface quality risks early, challenge respectfully and communicate clearly with leaders, teams, clients and suppliers.

- Do It Right – Always: Set the standard for compliance, integrity and right-first-time delivery. Never trade quality for speed, convenience or short-term outcomes.

- We Care About People: Build capability rather than blame. Create systems that help people succeed, listen to frontline insight and ensure quality decisions protect our people, customers and reputation.

What Success Looks Like in 12 Months:

- A clear Group Quality Strategy, governance framework and 12–24 month improvement roadmap are endorsed by the ELT and embedded across Parratech.

- The Quality function has clear structure, role accountability,

capability expectations and operating rhythms across Quality Operations, Quality Systems, inspection and supplier quality.

- The QMS is standardised, practical and audit-ready across sites and projects, with ISO 9001 obligations effectively maintained and audit actions closed within agreed timeframes.

- A consistent Group framework is operating for PQPs, ITPs, inspections, NCRs, root cause analysis, corrective actions, document control and lessons learned.

- Quality dashboards are routinely used by the ELT and operational leaders, with agreed baselines and measurable improvement in defects, rework, recurring NCRs and overdue corrective actions.

- Cost of Poor Quality is visible and tracked, with targeted improvement initiatives delivering measurable operational and commercial benefit.

- Supplier and subcontractor quality performance is governed through prequalification, scorecards, audits and improvement plans for critical suppliers.

- Quality is engaged earlier in design, procurement and project mobilisation, reducing downstream defects and late-stage quality interventions.

- Leaders, supervisors and frontline teams demonstrate stronger ownership of quality, with 'right first time' behaviours visible in daily operations.

- Client confidence is strengthened through consistent assurance, timely issue resolution, reliable handover documentation and transparent quality reporting.

Key Performance Indicators:

- Reduction in defects, rework and repeat NCRs.

- NCR and corrective-action closure performance, including ageing and recurrence.

- Internal, external and client audit performance and timely closure of findings.

- First-pass / right-first-time performance across key manufacturing and project processes.

- Supplier quality performance and incoming defect trends.

- Customer complaints, quality-related concessions and handover defects.

- Cost of Poor Quality and verified savings from improvement initiatives.

- Quality training, competency and assurance-plan completion.

Qualifications & Experience:

- Tertiary qualification in Engineering, Construction Management, Quality, Manufacturing or a related discipline.

- Lead Auditor qualification in ISO 9001 strongly preferred; Lean / Six Sigma or equivalent continuous-improvement capability highly regarded.

- Typically 10+ years’ quality experience across manufacturing, construction, infrastructure, engineering or complex project environments, including senior leadership responsibility.

- Demonstrated experience leading multi-disciplinary quality teams and influencing operational leaders across multiple sites or projects.

- Strong working knowledge of ISO 9001, QMS governance, auditing, project quality planning, ITPs, NCR/CAPA, root cause analysis and supplier quality.

- Strong understanding of manufacturing and construction methodologies, technical drawings, specifications, inspection/testing and handover requirements.

- Commercial mindset with demonstrated ability to connect quality performance to productivity, customer outcomes, risk and cost.

- Strong communication, stakeholder management and influencing capability, including confidence working with ELT, clients, auditors, suppliers and frontline teams.

Key Capabilities:

- Operational and project assurance

- Risk-based decision making and independent judgement
