The National Disability Insurance Agency (NDIA) is seeking an accomplished executive to join the
Home and Community Supports Division
as
Branch Manager, Plan Management, In-Home and Community Supports (SES Band 1)
.
This is a unique opportunity to play a leadership role in delivering significant reforms across the Home and Community Supports and Plan Management markets, helping to strengthen Scheme sustainability while improving outcomes for hundreds of thousands of Australians with disability.
Reporting to the General Manager, Home and Community Supports, you will lead a branch of approximately 25 staff and work at the centre of nationally significant reform initiatives. These markets represent a substantial proportion of Scheme expenditure and support services relied upon by participants across Australia.
To support reforms that strengthen Scheme sustainability and improve participant outcomes, the Australian Government has identified the need for stronger market stewardship, strategic design, assurance and governance across key provider markets. This role sits at the heart of that agenda and will help shape the future oversight, commissioning and operation of the Plan Management market while supporting broader Home and Community Supports reforms.
About the Role
Operating at the intersection of policy, commerciality, regulation and implementation, the Branch Manager is responsible for translating reform intent into practical delivery outcomes. This includes establishing the future Plan Management panel, supporting market commissioning activities and working closely with internal and external stakeholders to deliver complex reform initiatives that strengthen market effectiveness and participant outcomes.
Leading the delivery of reform initiatives across the Plan Management and Home and Community Supports markets.
Supporting the design,



implementation and ongoing operation of future market arrangements, including the Plan Management panel.
Providing strategic oversight of program governance, implementation planning, reporting and delivery assurance.
Building branch capability to deliver a complex and evolving reform agenda.
Working collaboratively across policy, operational, service design and corporate functions to resolve implementation challenges and deliver reform outcomes.
Driving delivery excellence while maintaining alignment with policy intent and participant outcomes.
Developing trusted relationships with internal and external stakeholders to enable successful reform outcomes.

What We Are Looking For
The NDIA is seeking a pragmatic and outcomes-focused leader who can successfully operate in complex and highly scrutinised environments, bringing a strong blend of implementation capability, commercial judgement and stakeholder engagement expertise.
The successful candidate will bring:
Demonstrated experience delivering major service delivery reform, transformation, commissioning or implementation initiatives in complex government, human services or similarly regulated environments.
Robust commercial judgement and analytical capability, including experience in procurement, commissioning, contracting or market-based service environments.
Significant experience overseeing program governance, implementation and delivery assurance functions.
Strong stakeholder engagement,



influencing and relationship-building capability.
Proven experience leading teams through change and building organisational capability.
Sound judgement, resilience and the ability to balance strategic thinking with disciplined execution.
A commitment to respectful leadership and improving outcomes for people with disability.
Experience within public sector consulting, complex human services, social policy, commissioning, procurement or market-based service environments will be highly regarded.
About the NDIA
The NDIA is an independent statutory agency responsible for implementing the National Disability Insurance Scheme (NDIS), one of Australia's most significant social reforms.
The Agency supports more than 750,000 Australians with disability and is currently leading substantial reforms designed to improve participant outcomes while ensuring the long-term sustainability of the Scheme.
The Partners and Providers Group plays a central role in supporting Scheme sustainability, strengthening provider markets and improving participant outcomes through market stewardship, reform implementation and collaboration across policy, commercial, regulatory and operational settings.
What You Should Know
To be eligible for employment with the NDIA, you must be an Australian citizen. Successful candidates will be required to undertake pre-employment screening, including a criminal history check and the ability to obtain and maintain an Australian Government security clearance at the Negative Vetting 1 (NV1) level.
